Responsibilities

Responsible for oversight of activities and staff for departmental HR processes, on site fingerprinting processes for background checks, procurement, and travel at Florida State University Schools (FSUS) within the University Business Administrators Program (UBA).

Manages the workflow of FSUS recruiting, hiring, termination, certification/reference checks, on-boarding, funding changes and position updates, evaluations, benefits, payroll activities and cost center certification. Develops and manages tracking, reports, and tools for FSUS HR activities for Faculty, A&P, USPS, and OPS. Monitors these activities to meet the client needs, providing reports in relation to HR transactions. Ensures sound environment of internal controls and compliance by monitoring and reviewing of FSUS processes on an ongoing basis. In consultation with FSU HR, counsels employees and management on administrative issues including FMLA, ADA, Worker's Compensation, and personnel matters. Provides advice and counsel to the administrators of client sites to maintain compliance with university HR policies and procedures. Responsible for working with FSUS management on the update of position descriptions and compensation. Serves as back up to HR Department Rep.

Oversees Procurement and Travel transactional functions. Monitors FSUS processes through maintenance of financial reports and queries. Ensures a tracking method and business processes are documented for human resources and financial activities. Reviews expenditures and serves as a liaison to the Procurement, Accounts Payable, and Travel Central Offices. Ensures transactions are timely and accurately recorded with appropriate accounting information, description, and adhere to the State and University policies and procedures. Responsible for the supervision, hiring, development, execution of training and evaluations for UBA/FSUS staff. Serves as back-up to Travel and Procurement Rep. Serves as a backup to Associate Director in their absence.

Responsible for overseeing the facilitation of on-site fingerprint and background checks to ensure all employees, staff, and volunteers have the proper clearance to be on the FSUS campus. Responsible for maintaining records with FDLE and works with Department of Children and Families/AHCA services to maintain accurate records. Monitors state-wide systems and works with FSU HR background team on onboarding procedures and timelines.

Oversight of data collection process and workflow for Florida Department of Education Human Resource database for FSUS, including staff demographics, salary, benefits, and leave details. Compiles HR data and makes recommendations to FSUS Administration and Associate Director regarding staff, funding, and hiring; develops management reports; participates in projects designed to expand or enhance FSUS financial and operational systems. Ensures sound environment of internal controls and compliance by monitoring and reviewing FSUS processes on an ongoing basis. Assists with audit preparations.

Interprets Florida Statutes, State & University policies & procedures relating to financial matters and human resources transactions. Monitors, and analyzes information regarding operating policies and procedures at FSUS. Formulates and implements business and HR policies and procedures. Recommends policies and procedures to the Associate Director, FSUS Administration and staff to ensure adherence to the policies of the university, client site, federal, state Department of Education.

Qualifications

Bachelor's degree and four years of experience; or a high school diploma/equivalent and eight years of experience. (Note: a combination of post high school education and experience equal to eight years.)
