Job Summary:

Oversee and direct day-to-day operations within the Fleet Management Division, ensuring coordination across Fleet’s facilities and adherence to industry best practices to guarantee efficient, safe, and timely service. Provide oversight to optimize team productivity and minimize labor expenses. Continuously monitor and enhance performance to achieve effective and efficient service, minimizing downtime and containing costs. Manage operations to ensure fleet compliance with procedural, safety, federal, and state regulations. Provide guidance and management for operations team members in administrative and

performance-related activities. Stay informed about new industry trends and technology in fleet management. This role is instrumental in ensuring the efficiency, safety, and compliance of Fleet operations, while also fostering continuous improvement and excellence in customer service delivery. Leadership in all special projects and initiatives, fostering collaboration with other city agencies, vendors, and community members. Serve on 24-hour calls for emergencies.

Essential Functions :

Provide oversight to optimize team productivity and minimize labor expenses. Continuously monitor and enhance performance to achieve effective and efficient service, minimizing downtime and containing costs. Manage operations to ensure fleet compliance with procedural, safety, federal, and state regulations. Provide guidance and management for operations team members in administrative and performance-related activities. Stay informed about new industry trends and technology in fleet management. This role is instrumental in ensuring the efficiency, safety, and compliance of fleet operations, while also fostering continuous improvement and excellence in customer service delivery. Leadership in all special activities. Develop and enforce procedures, policies, and safety protocols for all fleet services and staff. Establish and implement a comprehensive fleet facilities preventative maintenance program. Conduct facility inspections and propose improvements, as needed, to maintain operational and environmentally safe, OSHA-compliant work areas for all fleet employees. Oversee all facility and equipment-related improvement projects and renovations. Examples include vehicle lift replacements, office renovations, and security camera installation projects and initiatives, fostering collaboration with other city agencies, vendors, and community members. Serve on 24-hour calls for emergencies. Management of the city’s above and underground fuel tanks and fuel management systems. Overseeing the dispensation of approximately three million gallons of fuel annually, totaling roughly $11 million per year. Directly supervise nine supervisors, who manage a total of 40 employees across eight different locations. Supervise service office supervisors to efficiently initiate the maintenance process and ensure exceptional customer service for our customer agencies. Establish performance metrics to monitor and enhance customer feedback. Support the supervisors in interviewing, hiring, and training employees, as well as planning, evaluating performance, addressing complaints, and resolving problems. Collaborate closely with the Chief and Deputy Chief of Administration to create, oversee, and manage a $75 million budget, including the development of related performance measures, dashboards, and data used for decision making purposes. Responsible for identifying potential issues, assessing resource needs, and managing information within designated department segments within budget constraints.

Education And Experience Requirements

Requirements - A Bachelor’s degree in Business Administration, Public Administration, Management, or related field from an accredited college or university and ten (10) years of progressively-increasing responsibilities including four (4) years of supervisory experience is required. Professional certifications may be required.

Equivalencies - Equivalent combination of education and experience.

Licenses, Registrations, and Certificates

Have a valid Maryland class c noncommercial driver's license or an equivalent driver's license and be eligible to obtain a Baltimore City driver’s permit. Provisional driver’s licenses are not acceptable.

Knowledge, Skills, & Abilities

Knowledge of the principles and practices of public and business administration and management, including the process of planning, organizing, staffing, directing, and controlling. Knowledge of methods and procedures for the collection or organization, interpretation, and presentation of information. Knowledge of the basic principles of accounting, budgeting, fiscal controls and statistics. Knowledge of management practices and methods. Ability to adapt and apply the concepts and techniques of administrative analysis to the needs of specific projects. Ability to identify problem areas and recommend appropriate solutions based on logical consideration of alternatives. Ability to interpret and apply a variety of laws, rules, regulations, standards and procedures. Ability to prepare and present reports or recommendations clearly and concisely. Ability to compile financial and operational data and to analyze charts and reports and statistical and budgetary statements. Ability to coordinate the activities of various organizational units. Ability to plan, organize and direct the work of others. Ability to research and write complex narrative and statistical reports. Ability to speak and testify effectively before governmental and legal bodies and commissions, the media and community and business groups. Ability to establish and maintain effective working relationships with city officials, community, and business groups.

Background Check

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed.

Probation

All people, including current City employees, selected for this position must complete a mandatory six-month probation.

Residency Requirement and Financial Disclosure

This position is subject to Article I, Section 7-10 of the Baltimore City Code, which mandates that the incumbent both reside and be a registered voter of Baltimore City at the time of appointment or sign a declaration of intent to become a City resident and registered voter within six (6) months of the effective date of their appointment. Failure to comply with the declaration of intent will result in immediate termination. You will also be required to complete a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law. The initial financial disclosure must be submitted within 30 days of hire.
