PRIMARY PURPOSE: The HR Specialist, under the direction of the Executive Director of Human Resources, provides essential support in executing human resources functions, including recruitment, onboarding, employee records management, and compliance. This role ensures efficient HR operations to support BISD's mission of building a diverse, high-performing workforce that prepares students for success. The HR Specialist embodies BISD's core values of customer service, integrity, fairness, transparency, and professionalism, delivering exceptional support to employees, applicants, and stakeholders. QUALIFICATIONS: Education/Certification:

Associate's degree in Human Resources, Business Administration, or related field (Bachelor's degree preferred). Minimum of 2 years of HR experience, preferably in a K-12 school district or educational setting. Special Knowledge/Skills:

Knowledge of HR processes, employment laws, and compliance requirements in an educational environment. Strong organizational and communication skills to manage multiple tasks and interact with diverse stakeholders. Proficiency in HR systems (e.g., Skyward, Frontline) and Microsoft Office Suite (Word, Excel, Outlook). Ability to handle sensitive information with confidentiality and professionalism. Minimum of 2 years of HR experience, preferably in a K-12 school district or educational setting. MAJOR RESPONSIBILITIES AND DUTIES: Recruitment and Onboarding Support

Assist in implementing recruitment strategies to attract qualified candidates for certificated, classified, and support roles, prioritizing diversity and alignment with BISD's mission. Manage job postings and applicant tracking through systems like Frontline Recruitment, ensuring accurate and timely updates. Coordinate interview scheduling, candidate communications, and onboarding processes, including background checks and new hire orientations. Represent BISD at recruitment events, such as job fairs and community outreach programs, to promote career opportunities Employee Records and Compliance

Maintain accurate employee records in HR information systems (e.g., Skyward), ensuring compliance with federal, state, and local regulations (e.g., FMLA, ADA, Title IX). Process leave requests (e.g., bereavement, jury duty, FMLA) and coordinate substitute assignments to ensure operational continuity. Assist in preparing state and federal reports, ensuring data accuracy and timely submission. Handle confidential employee information with discretion and uphold BISD's commitment to fairness and transparency Employee Relations Support

Provide frontline support for employee inquiries regarding HR policies, benefits, and payroll, and delivering exceptional customer service. Assist in managing employee grievances and investigations, ensuring compliance with district policies and procedures. Support campus and district leaders with HR-related guidance, such as leave policies and employee documentation Professional Development and Training

Coordinate logistics for professional development sessions for non-instructional staff, including scheduling, materials, and tracking participation. Support the implementation of performance management tools (e.g., Frontline Professional Growth) to facilitate employee evaluations and growth plans. Assist in communicating training opportunities to staff, aligning with BISD's focus on workforce development. HR Operations and Data Support

Process employment-related transactions, including hires, terminations, transfers, and salary adjustments, in HR systems. Conduct data entry and audits to ensure accuracy in employee records and compliance reporting. Analyze basic HR metrics (e.g., turnover rates, leave trends) to support data-driven decisions by the HR leadership team. Collaboration and Communication

Communicate HR policies, procedures, and updates to employees and applicants with clarity and professionalism. Collaborate with HR team members and district staff to streamline processes and address campus staffing needs. Foster a welcoming and inclusive environment, reflecting BISD's commitment to diversity and exceptional customer service Additional Responsibilities

Support benefits administration, workers' compensation processes, and other HR initiatives as directed by the Executive Director. Assist in preparing materials for labor negotiations or policy updates as needed. Perform other duties as assigned to support the HR department's mission and district goals WORKING CONDITIONS: Mental Demands
