Summary You will serve as a MANAGEMENT ANALYST (CIVPERS) in the HEADQUARTERS STAFF of NMCPAC EAST ASIA DIVISION. Responsibilities You will consult with Human Resources offices to develop strategies and solutions regarding human resource management issues and problems ensuring organization objectives are obtained while remaining within legal requirements. You will assist in providing Human Resource Management functions to ensure optimal staffing requirements are maintained through recruitment liaison/processing with appropriate Human Resources Office. You will create and route Requests for Personnel Action for recruitment, award, separation, and other common functions. You will process vacancy requests through Human Resources offices, close out and maintain vacancy files and records. You will keep employees informed of human resources rules, policies, regulations, and procedures. You will review requests for personnel actions and provide advice and recommendations to the supervisor on propriety, relative need, and special problems which may be encountered in processing such requests. You will develop or update divisional procedural directives and implement human resource directives regarding the management and implementation of civilian personnel programs. You will analyze and resolve moderately complex civilian personnel issues and present recommendations including presentation of proposals and reports. You will review position descriptions with managers to validate telework, mission essential status, furlough and drug testing eligibility, financial disclosure and physical requirements for accuracy. You will serve in a Defense Travel System role and provide guidance to civilian personnel and research travel related questions. Requirements Conditions of Employment Qualifications GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting research and analysis of civilian personnel policies, principles and programs to identify trends and develop recommendations that enhance program effectiveness, efficiency and alignment with strategic planning goals. Overtime or night differential pay and/or unusual duty hours may be required.
