About the Position

Dexis seeks an experienced Contract Manager to support an anticipated project with the Department of Labor in the Office of Child Labor, Forced Labor and Human Trafficking (OCFT) to support communication, research and data analysis. The Department of Labor (DOL)/ILAB reports on child labor, forced labor, and human trafficking in accordance with Congressional Mandates and an Executive Order.

This position is based in Washington, DC and is contingent upon award. Responsibilities

The Contract Manager will have primary responsibility for ensuring that all deliverables under this contract are of the highest quality and are completed on time and within budgeted amounts. Manage workflow among sub-contractors and others contributing to the work performed under this PWS. The Contract Manager shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. Additionally, the Contract Manager is responsible for managing the engagement; identifying problems and recommending resolutions; providing quality control; coordinating with the COR and appropriate DOL staff in planning and assigning tasks; acting as liaison between COR and contractors. Serve as the key point of contact for monitoring job performance of individuals assigned to this contract and prepare quarterly progress reports. The Contract Manager must demonstrate exceptional qualifications to effectively oversee a diverse portfolio of technical, editorial, analytical, and outreach tasks related to global labor issues. Qualifications Proven Program and Contract Oversight Experience: A minimum of 10 years of experience managing complex, multi-component federal or international development contracts or cooperative agreements, including responsibility for deliverable tracking, quality assurance, budget management, and subcontractor coordination. Strong Editorial and Research Oversight Capabilities: Demonstrated experience in managing technical writing and editing workflows, including fact-checking, copy editing, formatting, and quality control of research products and public-facing materials (e.g., country profiles, policy reports, data visualizations). Expertise in International Labor Issues: In-depth understanding of child labor, forced labor, and related supply chain dynamics; familiarity with global statistical datasets (e.g., ILO, UNESCO) and trade-related data sources. Experience in Mixed Methods Research: Competence in overseeing research using both qualitative and quantitative methods, including desk reviews, surveys, and statistical analysis of child labor or labor exploitation datasets. Stakeholder Engagement and Facilitation Skills: Experience convening diverse stakeholder groups, including survivor networks and interagency or cross-sector working groups; ability to guide productive collaboration and ensure ethical, trauma-informed engagement. Technical and Digital Product Oversight: Familiarity with digital publishing workflows, including formatting and proofing for PDF, web, and mobile platforms; ability to coordinate across design, development, and content teams to ensure usability and consistency. Training and Capacity Building: Proven ability to design and lead training or onboarding related to research, data collection, and report production-particularly within a mission-driven or development-focused context. Communications and Outreach: Experience supporting strategic communications, writing human interest stories, and contributing to outreach products that translate complex data or research into accessible narratives. Attention to Detail and Quality Assurance: Track record of ensuring high standards across deliverables through structured review, validation, and editorial processes.
