The Human Resources - Payroll Specialist's primary responsibilities are to perform Human Resources functions relating to Payroll, Time and Attendance, and Compensation, along with administrative and clerical duties related to these assignments. Additionally, the Human Resources - Payroll Specialist is responsible for communicating and assisting employees by answering questions, acting as a resource, and helping to resolve problems in a culture that nurtures, recognizes, reinforces, and celebrates superior customer service while working collaboratively with employees and management. Essential Job Functions:

Processes and reconciles a wide range of personnel action and payroll documents for new hires, terminations, pay increases, commissions, or bonuses, leave of absence payments, retroactive payments, and transfers in an HRIS and payroll system. Processes off-cycle checks, which may include relocation, bonus commissions, and deferred compensation while complying with Federal and multiple state taxation laws. Processes the export, calculation, and transmittal of bi-weekly payroll for all pay groups. Maintains monthly and year-to-date payroll reports. Responsible for accurate and timely data entry of all employee payroll changes into the payroll system for payroll processing within the applicable pay period. Resolves and provides support with issues pertaining to calls or inquiries in a timely, courteous, and professional manner. Ensures adherence to all organizational regulations, including Labor Management Agreement, HR Policies and Procedures, and any third-party resources. Uses multiple computerized systems to reconcile Provider Payroll and Human Resources data. Performs, reviews, processes, and reconciles Time and Attendance and Payroll for assigned Providers in collaboration with the respective Medical Director, and with other Departments involved in related workflows. Performs, reviews, processes, and reconciles Time and Attendance and Payroll for assigned non-Providers. Researches, generates, and provides reports and/or summary information as assigned or requested. Plans, organizes, and facilitates assigned events and projects that support the operations of the Human Resources Department. Communicates effectively through written, verbal, and interpersonal skills as applied when interacting with employees, internal/external clients or representatives, patients, or visitors, successfully conveying and exchanging information in a positive manner. Performs and/or completes all assigned specialized duties, tasks, responsibilities, and assignments supporting Human Resources operations within established time frames; meeting established rates of performance for the quality and quantity of work for the position; demonstrating a high level of technical expertise, quality, efficiency, and accuracy in the employee's job performance that ensures the highest standards of excellence. Maintains at all times employee and/or patient confidentiality by controlling the environment and information being disclosed to authorized individuals ensuring compliance with all HIPAA and corporate compliance standards, as well as accepted human resources confidentiality standards. Possesses and demonstrates the knowledge, understanding, and specialized technical skills to utilize and completes assigned duties, tasks, and responsibilities working with organizational operating systems, programs, and/or business software. Serves as an informational contact point, and subject matter expert, for organizational operating systems, programs, and/or business software in support of employees and internal/external clients or representatives bringing any issues, complaints, problems, or requests to timely and effective resolution. Researches, generates, and provides reports and/or summary information, as assigned or requested, to Human Resources staff or other internal/external clients or representatives through utilization of available reporting programs linked to Human Resources databases, programs, or systems; as well as researching, creating, modifying, and maintaining departmental spreadsheets for effective operational use and reporting. Demonstrates an understanding of and proficiency with the application of all Joint Commission Certification (JCC) compliance standards and reporting requirements applicable to a Human Resources Payroll Specialist. Serves at all times as a positive and effective role model/mentor to co-workers and other employees. Minimum Education and Experience:

Associate's Degree in Business Administration or related field from an accredited college or university. Three (3) years' experience working in Human Resources including payroll and benefits processing/administration. Three (3) years' experience working with Payroll and Benefits systems/HRIS systems. If applicable, equivalent combination of education and experience may be considered, and must be directly related to the functions and responsibilities of the job.

Required Licenses, Certifications, and Registrations:

Level I fingerprint clearance card: current valid and in good standing or have applied for it within seven working days after beginning employment. Employees in this position are required to have reliable transportation that can meet any operational reassignments of the organization during the workday. If an employee is driving during work hours, the employee is required to possess a valid driver's license and must comply with Arizona vehicle insurance requirements. Preferred Education, Experience, Skills, Abilities:

Bachelor's Degree in Business Administration or related field from an accredited university. Five (5) years' experience in payroll and benefits processing within a human resources department. Five (5) years' experience scheduling appointments in a healthcare environment using (EHR, Practice Management or other related systems). Proficient using payroll and accounting software programs. Proficient organizational skills and exceptional attention to detail. Proficient in Microsoft Excel, Word, and Outlook. Ability to interpret and adhere to state and federal laws and regulations relating to employee benefits, administration, regulations, and compliance. Certified Benefits Professional (CBP) Certification, Fundamental Payroll Certification (FPC) or Certified Payroll Professional (CPP) from an accredited vocational or educational institution. Professional Human Resources Certification (PHR) or Certified Health Care Recruiter (CHCR). Bilingual (English/Spanish) with the ability to speak, read and write in both languages

If the prospective employee does not possess this prior to hire, fingerprint application must be completed within 7 days post hire. Level One (1) Non-IVP Fingerprint Clearance card must be received within 30 days after applying for the fingerprint card.

All employees are strongly recommended to obtain COVID 19 and maintain vaccination status (i.e., as recommended by CDC and/or other public health agencies) to include an Influenza vaccination. Personnel who decline to receive COVID 19 and/or flu vaccination per most recent CDC recommendations will be recommended to wear a facemask while in an El Rio Health facility, including both clinical and non-clinical areas from November 1 to April 30 (subject to change depending on viral activity). Subject to exemptions and accommodations when required by law.

All employees are required to undergo drug testing prior to employment and will be subject to post-accident, reasonable suspicion, return to duty and follow up drug and alcohol testing in compliance with Federal and State regulations for alcohol and controlled substance testing.
