PAY AND BENEFITS

Annual Pay Range: $66,604.50 - $84,514.60

Hourly Pay Range: $34.156155 - $43.340822

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

Clackamas County's Social Services Division

is seeking an experienced, detail-oriented individual to join their Developmental Disabilities Program as a Quality Assurance Specialist (classified as Management Analyst 1 ). The position is responsible for conducting quality assurance processes to ensure program compliance and improve service delivery. The Quality Assurance Specialist will be responsible for file audits, analyzing collected data, and providing recommendations to program leadership based on findings. This position will also assist in developing and implementing policies and procedures, identifying training gaps, and conduct staff training to support compliance and performance improvement. Supporting the Developmental Disability Advisory Council and leading activities as outlined in our Service Equity Assessment and Plan are also key responsibilities for this role.

We are looking for an individual who has experience with auditing and quality assurance work and practices, experience providing staff training, knowledge of the Oregon Administrative Rules which govern the delivery of services to individuals who experience intellectual and/or developmental disabilities, and values service equity. A successful candidate will also possess outstanding communication, facilitation, and organizational skills.

Required Minimum Qualifications/ Transferrable Skills:*

A minimum of three (3) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position Experience delivering oral presentations and training to groups Experience with administrative or management support in areas of quality assurance or auditing Experience analyzing data for compliance purposes Experience preparing clear, accurate and concise reports in a timely manner Knowledge of federal, state and local rules and regulations, specifically OARs related to the delivery of Developmental Disability services in Oregon Preferred Special Qualifications/ Transferrable Skills:*

Experience with database administration Experience and working knowledge of best practices related to cultural competence, inclusion and equity Strong computer skills, including experience with Microsoft Word, Excel, and Access Familiarity with federal and state funding processes Pre-Employment Requirements:

TYPICAL TASKS

Duties may include but are not limited to the following: Analyze and audit case management files to ensure compliance with Oregon Administrative Rules (OARs). Identify service or documentation gaps, summarize audit findings, and prepare reports for program leadership. Track, process, and reconcile missing or erroneous data identified through quality assurance audits. Assist in development and implementation of program policies and procedures considering best practices, plain language, and service equity. Identify staff training needs. Develop and conduct staff training to address audit findings and ensure compliance with current OARs. Lead community outreach efforts and carry out activities that support the goals in the Developmental Disabilities Service Equity Assessment and Plan. May lead work of assigned administrative support staff within the Quality Assurance unit. Oversee and coordinate special projects as assigned. Provide support to Developmental Disabilities Advisory Council. REQUIRED KNOWLEDGE AND SKILLS

Knowledge of applicable federal, state, and local laws, rules, ordinances, statutes and regulations. Specific knowledge of Oregon Administrative Rules pertaining to the delivery of Developmental Disabilities services in Oregon. Familiarity with and shared alignment of values in relation to equity, diversity, and inclusion as outlined in the inter-government agency contract with Oregon Department of Human Services. Possess skills and strategies necessary to engage communities, train and support staff, provide resources, and make recommendations for program improvement with regard to the above stated values. Skills in auditing and quality assurance practices. Analyze compliance gaps and identify needs. Identify solutions and prepare fact-based conclusions. Prepare clear, concise, and comprehensive reports. Deliver oral presentations and training to groups. Coordinate work of administrative staff. Establish and maintain effective working relations with county employees, external agencies and businesses, citizen and community groups, and the public. WORK SCHEDULE

This position is included in the County's alternate workweek program, working 37.5 hours during a standard workweek of Monday through Thursday (Fridays off):

Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington.
