PAY AND BENEFITS

Hourly Pay Range:

$29.507168 - $37.180740

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

Bilingual positions receive an

additional five percent (5%) added to the regular hourly base salary upon validation of language proficiency.

JOB DETAILS AND QUALIFICATIONS

Clackamas County's Children, Family & Community Connections' Workforce Team, in partnership with the County's Housing and Community Development Department (HCDD), is launching

Housing for Success ("H4S") -a new, grant-funded initiative. "H4S" is designed to support residents with housing vouchers by providing integrated, wraparound services that promote employment, wellness, and long-term stability. We are seeking a dedicated and dynamic

to be a key contributor in this impactful program!

This position requires bilingual English/Spanish skills, with a maximum term duration of up to three (3) years from date of hire. This program is currently contracted to end no later than 6/30/2028. CFCC perpetually seeks opportunities to grow services needed in the community

Position Summary

The bilingual

Workforce Specialist (classified as a Job Development and Training Specialist)

plays a vital role in guiding participants-many of whom are experiencing trauma, housing insecurity, or other life challenges-toward meaningful employment and self-sufficiency. This position combines individualized career planning with intensive case management and collaborative support.

The Specialist will work one-on-one with clients to assess skills, interests, and barriers; develop career path plans; and connect participants to training and job opportunities that align with their goals. The role includes resume coaching, application assistance, interview preparation and practice, and conducting employment readiness workshops. In addition, the Specialist works closely with employers and community partners to build a pipeline of job opportunities, while also providing retention support to both participants and employers to ensure long-term success. This role is integral to the coordination of wraparound services-such as mental health and substance use resources-and collaborates with the broader CFCC team to deliver holistic, client-centered care.

Required Minimum Qualifications/ Transferrable Skills:*

Minimum of 2 years of experience in case management, workforce development, or related services that would provide the required knowledge and skills to perform the responsibilities of this position. Bilingual (English/Spanish). Demonstrated experience working successfully with individuals facing trauma, housing instability, substance use, or other complex life challenges. Strong knowledge of employment readiness tools and labor market information. Excellent interpersonal, coaching, and presentation skills. Proven ability to build partnerships with employers and community-based organizations. Proficiency with electronic documentation systems and Microsoft Office Suite. Ability to manage multiple priorities, work independently, and contribute to a team environment. Preferred Special Qualifications/ Transferrable Skills:*

Familiarity with housing voucher programs or HUD-funded services. Experience applying Trauma Informed principles and practices. Knowledge of IPS Supported Employment principles and practices. Pre-Employment Requirements:

TYPICAL TASKS

Key Responsibilities

Develop and implement individualized career path and employment plans based on client assessments, including evaluation of interests, skills, education, work experience, and potential job or training opportunities. Provide trauma-informed, intensive case management to clients experiencing barriers such as housing instability, substance use disorder, mental illness, or other life challenges. Coordinate and navigate wraparound services with CFCC team members and external partners to ensure integrated client support. Meet regularly with clients and program partners to assess progress, provide expert guidance, and identify employment training opportunities. Coach and prepare clients for workforce entry through resume customization, online application support, and mock interviews tailored to specific job openings. Deliver employment-readiness workshops, update curriculum materials, and administer occupational and interest assessments to help clients identify and remove barriers to employment. Establish and maintain professional relationships with employers, industry representatives, public agencies, and training providers to source job openings and secure employment and training placements. Collaborate with CFCC staff to coordinate job placements and marketing presentations for employer engagement and community outreach. Provide post-placement retention support to both clients and employers, addressing issues that may jeopardize employment and helping ensure long-term job success. Maintain accurate and timely electronic documentation of client services, including case notes, attendance logs, progress reports, limited financial supports, and compliance with all grant and contract requirements. Participate actively in ongoing professional development, staff training, and team meetings to continuously improve service delivery and team collaboration. REQUIRED KNOWLEDGE AND SKILLS

Knowledge of:

Local, state, and federal employment and social service program regulations. Principles of vocational and career counseling. Subsidized and unsubsidized job training and placement programs. Job search strategies, resume writing, and interviewing techniques. Vocational evaluation tools and assessment methods. Case management practices and wraparound service coordination. Community resources, social service agencies, and vocational education systems. Challenges facing individuals from disadvantaged or underserved backgrounds. Labor market trends and local workforce demographics. Recordkeeping and reporting requirements tied to grant-funded programs. Skills and Abilities to:

Identify and research employment and training opportunities in the local job market. Build and maintain strong relationships with employers, agencies, and partners. Match client goals and abilities with appropriate job or training placements. Provide employment coaching, vocational counseling, and job retention support. Present programs and opportunities clearly to employers and community groups. Interpret and apply laws, policies, and program guidelines accurately. Maintain clear, concise, and timely case records, reports, and documentation. Communicate effectively both verbally and in writing. Use data to prepare reports and evaluate program effectiveness. Collaborate with internal teams, community partners, and external stakeholders. Work respectfully and effectively with diverse populations. WORKING CONDITIONS

This position supports individuals from varied socioeconomic groups, individuals and/or families experiencing highly stressful life events, and individuals who may have underlying mental health and/or substance use disorders. This position may require working with adults formerly or actively involved in the justice system.

WORK SCHEDULE

This position is included in the County's alternate workweek program, working 37.5 hours during a standard workweek of Monday through Thursday (Fridays off).

Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is designated as on-site/in-person. It is expected that the selected candidate will perform duties at the specified on-site work location. Incumbent may need to drive a personal vehicle during the workday to multiple worksite locations (mileage reimbursement is provided for commuting during work hours).
