The Secretary of State is comprised of the Business Services division, Bureau of Elections and Ethics division. Business services is responsible for business formations which include corporation and LLC formations. Ethics division handles records requests and complaints from constituents. The Management Analyst position is within the Bureau of Elections, which is responsible for overseeing elections administration and providing guidance to county clerks. The Bureau of Elections also oversees various report filings for lobbyists, candidates and campaigns.

Why does the job exist?

This position will work as an independent professional under the oversight of the State Elections Director and Deputy Director to plan, implement, and oversee elections and elections' related activities in accordance with election law. Ensure county clerks, lobbyists, candidates and other stake holders are assisted with using the various databases. The Management Analyst acts as a super user of the various systems and works with team members/end users to ensure functionality.

How does it get done?

The position will work with a broad constituency including candidates/incumbents, county clerk staff and the general public. The position is responsible for administering the Election Code in its statewide application and ensure systems are working properly to adhere with the election code. The employee will lead election related activities such as election preparations, website testing, election results canvassing, training, process development and systems improvement.

Perform troubleshooting of systems when necessary and test any resolutions that are being reported by the IT team. Create a variety of process documents that will assist users with information about management systems in the area of elections and ethics, which includes preparing statistical reports and data exports. Coordinate with outside entities such as other state agencies, vendors and county clerks to promote efficient operation and conduct of elections and compliance with the law. Monitoring and updating the Ethics/Elections portion of the Secretary of State website. Assist with all Bureau of Elections projects as needed to ensure the mission and goals are achieved by the Office of the Secretary of State.

Ideal Candidate

The ideal candidate will be:

A candidate with excellent writing and oral communication skills, and a self-driven individual will be successful in this position. Also, a candidate that is organized and can multitask the various systems and projects that the Bureau of Elections has to complete. A candidate who can adjust to new processes and learn about new laws that effect elections administration.

Strong working knowledge of the Election Code, Campaign Finance Reporting Act, Financial Disclosure Act, Lobbyist Regulation Act, and the Confidential Address Program, and IPRA. Be able to Identify complex problems and review related information to develop and evaluate options and implement solutions. Have the ability to provide excellent customer service over the phone and in person.

Minimum Qualification

Associate Degree in Business Administration, Public Administration, or Accounting and one (1) year of directly related job experience in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling three (3) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid Driver's License and must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer, email ticketing system and phone usage; also, to include use of standard office equipment - fax, copier, scanner. This position may be required to file various documents received in our office. Occasional bending, stooping, sitting, standing. Ability to lift up to 25 lbs. Some statewide travel and overtime may be required. The SOS holds separate telework policy.
