Why does the job exist?

This position will provide assignments, supervision, guidance and quality control for the staff of the State Assessed Properties Bureau of the Property Tax Division (PTD) meeting the Department's assessment duties delineated in 7-36-3 NMSA 1978, which allocates assessment responsibilities.

How does it get done?

Key responsibilities for this position include:

- Administer the special methods of valuation in statutes 7-36-23 NMSA 1978 through 7-36-33 NMSA 1978 for state assessed taxpayers and the protests on conventional and unitary appraisals that result from those valuations. This includes, but is not limited to, preparing appraisals and reviewing the appraisals prepared by staff, testifying at hearings, and making presentations. - Process property tax renditions ensuring that SAPB staff meet the annual statutory deadlines for mailing notices of value for the SAPB's $20 billion assessment portfolio as well as performing and reviewing certifications (7-38-30 NMSA) and abstracts (3.6.7.44 NMSA) (7-38-36 NMSA) with our counter parties at the county level. - Perform and supervise compliance work, particularly for omitted assessments pursuant to 7-38-76 NMSA. - Provide technical assistance and training to internal staff and New Mexico's Counties including, but not limited to, certification, abstracts, valuations and changes to taxation district boundaries. - Conduct trainings and lead valuation protest hearings. - Help maintain PTD's automated computer system - Catalis. - Help develop and grow an audit program for the SAPB that promotes compliance of the property tax code.

Ideal Candidate

The ideal candidate will have:

- High familiarity of statutory requirements. - (5) years work experience with Property Tax Code. - (5) years work experience with property boundary surveys, appraisals, environmental assessments, right-of-way, and similar real property issues. - (5) years work experience training and overseeing staff's work for accuracy and completeness.

Minimum Qualification

Bachelor's Degree in a relevant field of study from an accredited college or university and six (6) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Must be current with all tax reporting/payment. Employment is subject to post offer pre-employment criminal background check to include fingerprint checks and is conditional pending results.

Working Conditions

Work is performed in an office setting, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting or standing. Must be able to lift 25 lbs. Occasional but essential working in loud noise areas. Required to frequently meet deadlines with severe time constraints. Frequent multiple demands from several people. In state travel, depending on business needs (not to exceed 30%).
