Proposal Administrator
Reports To: Director of Business Development or Vice President of Strategy & GrowthFLSA Status: Exempt
Location: Smithfield, NC Clearance Required: Secret
Position Summary: The Proposal Coordinator, Technical Writer, and Business Development Analyst is a multifaceted role critical to driving the company's growth strategy. This position supports the full business development lifecycle from opportunity identification to proposal submission, serving as a central hub for coordinating proposal efforts, developing compliant and compelling content, conducting market research, and maintaining business development systems and reporting.
The ideal candidate will bring experience in government contracting, possess strong writing and editing skills, understand the federal acquisition process, and thrive in a fast-paced, deadline-driven environment.
Key Responsibilities:
Proposal Coordination and Management
Manage the full lifecycle of proposal development (Pre-RFP, RFP release, and post-submission) in coordination with capture managers, technical leads, and subcontractors.
Develop and maintain proposal schedules, compliance matrices, responsibility matrices, and proposal outlines.
Facilitate and lead color team reviews (Pink, Red, Gold), ensuring adherence to deadlines and quality expectations.
Coordinate and track teaming partner contributions, ensuring timely submission and integration of subcontractor content.
Maintain version control of all proposal documents and ensure consistent formatting, branding, and compliance.
Archive proposal files and support post-submission debriefs and lessons learned analysis.
Technical and Proposal Writing
Write, edit, and format technical, management, and past performance sections of proposals in accordance with solicitation requirements (RFP, RFQ, RFI, Sources Sought).
Translate complex technical solutions into clear, concise, and persuasive language for government evaluators.
Draft, tailor, and update boilerplate sections such as corporate capabilities, past performance narratives, and resumes.
Create graphics concepts and work with designers or SMEs to develop proposal visuals and infographics.
Conduct quality assurance reviews to ensure final deliverables are free of errors and fully responsive to requirements.
Business Development and Market Intelligence
Conduct research using SAM.gov, GovWin, FPDS, USAspending, and other tools to identify opportunities aligned with corporate capabilities and strategic goals.
Analyze solicitations, amendments, and procurement forecasts to develop opportunity summaries and BD briefs.
Support pipeline development by tracking, qualifying, and updating opportunities in the CRM system (e.g., HubSpot, Salesforce, MS Dynamics).
Monitor competitor activity, industry trends, and contract awards to provide actionable intelligence to leadership.
Prepare briefing materials, capture plans, and gate reviews to support bid/no-bid decisions.
Internal Coordination and Communication
Coordinate with Contracts, Finance, HR, and Technical SMEs to gather inputs for pricing, staffing, compliance, and past performance.
Support the development of win themes, value propositions, and discriminators in collaboration with capture managers.
Maintain internal libraries of past proposals, graphics, templates, and standard content.
Assist in the development and delivery of training on proposal best practices, compliance, and writing techniques.
Required Qualifications:
High school diploma required.
3-7 years of experience in proposal development, technical writing, or business development within the government contracting space.
Deep understanding of the federal acquisition lifecycle, especially FAR-based solicitations.
Demonstrated experience writing compliant and persuasive federal proposals (DoD, DHS, GSA, etc.).
Proficiency with MS Office (Word, Excel, PowerPoint), Adobe Acrobat, SharePoint, and collaboration tools (Teams, Slack).
Familiarity with proposal development tools (e.g., SharePoint, Loopio, RFPIO) and CRM systems.
Ability to manage multiple deadlines and competing priorities.
Exceptional organizational, interpersonal, and written communication skills.
Preferred Qualifications:
Bachelor's degree in English, Communications, Business, or a related field.
APMP Foundation-level certification or equivalent.
Experience with IDIQ/BPA task order responses and GSA schedules.
Familiarity with various contract types (FFP, CPFF, T&M, OTA).
Experience supporting proposals for intelligence, cybersecurity, logistics, or IT services programs.
Experience developing proposal graphics or using tools like Visio, Power BI, or Adobe Illustrator.
