Intelligent Waves is seeking a

Defense Business Development Leader

for our Corporate Growth Organization. This key role is focused on expanding IW's footprint with technology-centered solutions within the Department of Defense (DoD) market - including network engineering, cybersecurity, secure communications, and analytics. The ideal candidate will leverage their experience in Business Development, Capture, and Proposal activities to identify, qualify, capture, and bid on a pipeline of opportunities aligned to corporate growth goals.

Partner with the Leadership to refine the division strategy and shape a balanced portfolio.

Drive cyber and IT modernization initiatives across 4th Estate agencies, focusing on Zero Trust, cloud adoption, and enclave security.

Utilize OASIS+ and GSA MAS to pursue both full-and-open and small-business-led task orders.

Build and maintain relationships with DISA PEOs, DHA PMOs, and DLA J6 stakeholders.

Identify and pursue HACS SIN-aligned opportunities across 4th Estate components.

Lead and participate in the qualification and pursuit of strategic business opportunities.

Assign and optimize BD and capture resources among competing priorities.

Collaborate across the organization to bring best-in-class solutions and maximize win probability.

Use market intelligence and competitor data to position for success.

Build strategies responsive to government priorities, budgets, and requirement shifts.

Develop and maintain strong relationships with government decision-makers and stakeholders.

Conduct customer visits and gather feedback on current and emerging needs.

Actively participate in capture efforts including gate reviews, black hats, workshops, and proposal reviews.

Drive white paper and RFI response development to shape strategic opportunities.

Develop and manage marketing and B&P budgets; execute BD plans within approved limits.

Conduct monthly detailed pipeline reviews with senior leadership.

Attend trade shows and execute follow-up call plans.

Document all business development activities and meetings.

Qualifications

Qualifications

Bachelor's Degree and 10+ years of related experience selling services/business development is strongly desired.

Hands-on experience delivering Enterprise IT, Network Engineering, Cybersecurity, and/or DevSecOps within the Department of the Air Force (strongly preferred).

Additional value for experience supporting Army, Navy, Marine Corps, or 4th Estate agencies (DISA, DHA, DARPA, DTRA, WHS).

Demonstrable win rate over the last 3-5 years.

Experience leading capture of Task Orders ($5M-$10M), Full and Open deals ($50M+), set-asides, and JV-based deals.

Proven experience in BD, capture management, and proposal response in DoD services, cybersecurity, and communications markets.

Strong expertise in relationship-building, contract mechanisms, and proposal management.

Excellent communication, negotiation, and presentation skills.

Ability to work collaboratively across multiple functional teams.

Willingness and ability to travel for client meetings, tradeshows, symposia, etc.

Proficient in CRM tools (e.g., NextStage) and reporting tools (Excel, PowerPoint).

Experience using AI-powered proposal tools (e.g., AwardedAI).

Must be a U.S. Citizen.

Active DoD Secret Clearance required.
