Program Analyst (Journeyman)

to join our team of professionals in support of the USMC MCICOM G-4 Directorate.

Essential Duties & Job Functions:

Must be able to support the development of Planning Phase I inputs, processes, and outputs by supporting the internet Navy Facility Assets Data Store (iNFADs) assessments for quality-of -life facilities, fee for service agreements, and process mapping. Must be able to support the sustainment of Common Output Levels of Service (COLS) for MCCS programs and synchronize PPBEA Reform with the newly developed COLS framework. Support may include analysis of COLS reporting requirements, COLS dashboard data entry and maintenance, providing reports on MCCS COLS development to include overall program analysis. Must be able to support the development of a consolidated APF/Non-Appropriated Funds (NAF) Programming and Budget steady state processes and procedures for collating and analyzing programming and budgeting information as required under APF/NAF. Support may include facilitating the coordination of data collection and analysis requirements necessary to complete budget formulation and ongoing processes. Must be able to support the implementation of monitoring processes during the Execution phase such as the Performance Review process and Mid-Year Review process. Participate in and support MCCS Governance transformation working groups related to PPBEA in-progress reviews and decision briefs. Must be able to support the development of reports that include the Child Development Facility status and waitlist report, Installation Advocacy Group action items, etc. Must be able to support development of the PPBEA prioritization framework and optimization tool by organizing and conducting PPBEA reform coordination meeting(s) in-person and virtually with stakeholders and provide meeting minutes which may include Updated Plans, Policies & Operations (POA&M), Action Item Tracker, List of Deliverables which includes assigned office and due date, reports, Decision Briefs, and Information Papers. Must be able to provide conference planning and meeting support. This will include pre-event, on-site coordination and post-event activities for designated government, and inter-agency conferences, symposiums, and workshops. Pre-event planning will include, but is not limited to, approval packages, site selections and setup: Development and distribution of announcements, creation of agenda and support material and registration. On-site coordination will include, but is not limited to, attendee check-in, security problem resolution, document control, and administrative and logistics coordination with the host facility. Post-event efforts will include, but are not limited to, developing, and distributing conference meeting proceedings and the preparation of an After-Action Report (AAR) following each event. In performing the above, the Contractor will be required to: Effectively coordinate actions at the MCICOM headquarters level necessary for an effective program across the command and serve as an interface between Headquarters Marine Corps Manpower and Reserve Affairs (HQMC M&RA [MR] and [MF]) and the Regional Commands. Must be able to conduct governance of a centralized, top-down, and risk-aware enterprise resourcing framework for MCCS APF and NAF with bottom-up refinement in planning. Must be able to assist the branch in task development, processing, and management by utilizing the Enterprise Task Management Software Solution (ETMS2). Must be able to assist with Installation Nutrition Fitness domain assessments across all of MCICOM installations. Must be able to coordinate with Food Management Teams and MCCS HQ for food venue inventory. Must be able to coordinate and execute assessments in coordination with Consortium for Health and Military Performance (CHAMP). Must be able to evaluate and "code" all ready-to-use (RTU) products in MCCS catalogs in a phased approach in coordination with the regions and the MCICOM MCCS Director and MCICOM Warfighter Dietitian. Education

Four (4) to ten (10) years of relative experience and a minimum Bachelor's degree or a Master's degree. Experience

Must be able to travel both CONUS and OCONUS as required/necessary. Must be skilled in developing executive-level correspondence and management programs involving executive-level participants. Must have proficiency in briefing and communication skills to senior Military (e.g., O-6 level and above), Military Commanders and their staff, organizational leaders, and peers. Must have experience working with a diverse and often conflicting group of stakeholders from a cross section of all staff divisions/efforts. USMC or other Military service experience a HUGE PLUS. Clearance

Must be a United States Citizen. Must be able to obtain and maintain a DoD Secret Clearance; active DoD clearance highly desired.
