Objectives
Individual is responsible for the maintenance, installation, and repairs of the DCRSD's mechanical equipment, electrical systems including electrical power equipment, Supervisory Control and Data Acquisition (SCADA) communication network and controls, and facilities as required to provide continued operations. In addition, the individual also offers support to engineering as necessary and manages staff. Individual reports to the Operations Superintendent.
Only Applicants with an Ohio EPA Class II Wastewater Collection System Operator Certification OR an Ohio EPA Class II Wastewater Operator Certificate OR a Class I with the ability to obtain a Class II within 2 years will be considered.
This posting will remain up for 60 days or until filled. Job Standards
Associate degree in environmental, chemical, or civil engineering or a physical or natural science plus five (5) years' experience in maintenance, construction, inspection, and/or operation activities in public or critical infrastructure, at least two (2) of which must be in a leadership role OR any combination of equivalent education and experience.
Must possess an Ohio EPA Class II Wastewater Collection System Operator Certification OR an Ohio EPA Class II Wastewater Operator Certificate OR the ability to obtain within 2 years.
Employee must have a valid driver's license, and an acceptable driving record.
Must meet and maintain qualifications for driving on County business at all times, including insurability.
All required licenses and certificates must be maintained as a condition of continued employment. Essential Functions
Oversees maintenance programs of the equipment and communication systems throughout DCRSD including, but not limited to pumps, blowers, motors, mechanical equipment, electrical controls, components and system, communication and SCADA systems, variable frequency drives, motor soft starters and programmable logic controllers; Evaluates system facilities and equipment and provides direction for necessary upgrades and/or replacements; Promotes employee success by clearly communicating performance expectations, evaluating staff, conducting performance evaluations, monitoring, and appraising job results, coaches, counsels, and issues corrective action as needed; initiates, coordinates, and enforces systems, policies, and procedures; Determines and establishes staff development and training structure for Department staff; Establishes key metrics using databases and various software; Collect, compile, analyze, interpret, and disseminate data and use to establish goals to achieve higher service level and optimum efficiency of the department and County as a whole; Maintains professional and technical knowledge by attending educational workshops and meetings; benchmarking professional standards; reviewing professional publications; establishing personal networks; Reviews monthly and annual reports as required by the Operations Superintendent and the Ohio EPA including, but not limited to, project task lists and effectively corresponds with the Ohio EPA as required; Coordinates the procurement of various products and services required by the DCRSD including the preparation of bid specifications, evaluation, product performance testing, contract preparation and recommendation for the selection of the best bidder to the Operations Superintendent; Consistently administers and enforces rules, regulations, and department policies; Investigates employee accidents/injuries, prepares reports, and makes safety recommendations; Prepares, monitors, and adjusts the department's budget for operation and maintenance of the department; Approves bi-weekly payroll for subordinate employees; In conjunction with the Operations Superintendent and Human Resources, prepares responses to grievances per the Collective Bargaining Agreement; Explains and interprets governmental regulations, personnel rules, policies and procedures to personnel to ensure understanding and adherence; Delegates tasks and projects appropriately in order to accomplish assigned workload in an efficient manner that meets district objectives; Drives a motor vehicle to various locations to perform job duties; Demonstrates regular and predicable attendance; Attends various training sessions, video conferences, and workshops; Performs typing, word processing, and related computer operations; Works outside of typical work schedule/business hours as required; and Other duties as assigned.
