Position Overview

SDOT’s Contracts & Procurement group is a small, lively and collaborative team that helps SDOT secure the contracts needed to deliver large and important projects such as bike lanes, sidewalks, and bridges for the City. As a

Senior Contracts Specialist , you’ll play a critical role in keeping Seattle’s transportation projects moving by managing the lifecycle of consultant contracts and procurement processes. Please note that while the position falls under the Finance Division, this position is specifically a consultant contracting role not a Buyer role.

Job Responsibilities

In This Role, You Will

Develop and oversee Requests for Qualifications (RFQs) and manage the consultant selection process from start to finish. Write, edit, and complete consultant contracts, amendments, and work authorizations. As a consultant contract subject matter expert, discuss solicitation options, and provide expert guidance and customer service to project managers throughout the contract process. Understand consultant service pricing and become a subject matter expert in SDOT’s consultant rate adjustment policy Familiarize yourself with existing guidelines, checklists, ordinances, and department policies and procedures related to consultant contracting Train and advise staff and consultants on policies and best practices, including federal, state, and city contracting requirements. Research laws, regulations and policies as applicable. Use data platforms and maintain contract files in systems like the Citywide Contract Management System (CCMS) Masterworks, the City’s financial system (PeopleSoft 9.2), Laserfiche, the City’s procurement platform OpenGov and other internal systems. Support diversity initiatives by promoting the City’s Women- and Minority-Owned Business Enterprise (WMBE) and Federal Disadvantaged Business Enterprise (DBE) programs. Contribute to ongoing improvements to our contract-related policies, procedures, templates, and training materials.

Qualifications

Minimum Qualifications:

Education

Bachelor’s degree in business, public administration, finance, economics, English, or a similar field.

Experience

Three (3) or more years of professional experience in areas like financial analysis, project management, grant administration, inter-agency agreements, contract administration, or related work.

OR:

An equivalent combination of education and experience that demonstrates the ability to perform the position duties.

You’ll be successful in this role if you can:

Work with public sector contracts and follow rules set by government agencies. Handle several contracts and tasks at the same time without missing important details. Use tools like Microsoft Word, Excel, SharePoint, and Adobe Sign to get your work done. Explain complicated ideas clearly so everyone understands – whether you’re writing or speaking. Stay organized and meet deadlines while managing different tasks on your own or with a team. Build good relationships by giving clear advice and helpful support to coworkers and customers. Work effectively with a diverse customer base in a multi-cultural workplace. Enjoy helping others and providing service to internal (project managers) and external (consultants) customers.

Other Requirements:

In this role, you’ll work in a hybrid setup, splitting your time between the office and working from home. You’ll need to spend at least three days each week at our office located in SDOT space in 800 Fifth Avenue next to the Seattle Municipal Tower in downtown Seattle. The rest of your work can be done remotely from home. You’ll need to:

Adapt to a flexible schedule based on the department’s needs and direction from leadership. Be comfortable navigating a fast-paced workplace while managing competing priorities.

The City’s full salary range for this position is $50.37 - $58.64 hourly.
