Responsibilities
Evaluate, develop, and implement multiple projects with major financial or operational impacts. Manage project delivery strategies and oversee staff execution of workstreams. Scope and oversee consultant workstreams. Lead cross-functional teams to address departmental issues. Collaborate with other departments to align strategies and meet support requirements. Develop business plans, policies, and strategies for the department or program. Evaluate issues affecting the department/Metro and facilitate executive decisions. Coordinate process and systems analysis; oversee development, testing, and implementation of solutions. Recommend policy and procedural improvements for continuous enhancement. Plan long-term and short-term objectives, establish priorities, and evaluate productivity. Prepare budgets, monitor expenditures, and manage procurement activities. Develop financial and administrative reports. Participate in RFP preparation, vendor selection, and contract negotiations. Present monthly updates to executive management and prepare reports for various stakeholders. Represent the department publicly and to the press. Supervise and mentor staff, ensuring safety policies are followed. Minimum Qualifications
Bachelor’s Degree in Business, Public Administration, Urban Planning, or related field; Master’s preferred. Five years of management experience overseeing capital or project management functions. Valid California Class C Driver License or alternative transportation method. Preferred Qualifications
Experience with quality management in transit projects. Stakeholder engagement experience. Effective communication and collaboration skills. Experience overseeing material testing during construction. Knowledge and Skills Includes project management principles, transportation engineering, laws and regulations, project finance, procurement, technology, and management theories. Skills involve project development, policy analysis, consensus building, communication, and decision-making.
