Description Plans, schedules, researches, provides leadership, and oversees technical staff in order to successfully implement Information Technology (IT) projects supporting major Enterprise Resource Planning (ERP), software applications, and/or complex communications infrastructure systems. This position will oversee the Graphical Information Systems department. It requires extensive GIS experience in both technical proficiency and management/support of GIS systems. Examples of Duties Provides advanced project management services for IT projects Manages complex ERP and infrastructure projects Oversees technical staff and contractors Follows PMLC methodology for project delivery Develops project documents: business cases, charters, budgets, requirements, scopes, procurement, plans, tests, training Reviews new project requests and justifications Gathers requirements for project scope Interfaces with vendors for info and estimates Prepares RFP solicitation documents Participates in vendor selection and negotiations Develops departmental plans and schedules Monitors progress and costs Authorizes payments Allocates resources Acts as liaison with departments, vendors, and executives Communicates project updates and issues Consults with stakeholders on systems needs Implements problem resolution and tracks issues Presents reports to PMO and management Facilitates governance and strategic planning Ensures compliance with regulations Researches new technology Participates in committees and special projects Contributes to security, disaster recovery, safety programs Maintains safety policies and accountability Supports EEO policies and programs May perform other duties. This classification is at-will. Minimum Qualifications Bachelor's Degree in CS, IS, Business, Public Admin or related; Master’s preferred Five years management experience on large computer systems; two years specialized experience Certifications Valid CA Class C Driver License or alternative transportation PMP and/or ITIL preferred Preferred Qualifications Experience managing GIS systems and teams Experience with GIS deployment, integration, and maintenance Experience with transit analytics using GTFS and AVL data Managing spatial databases and APIs PMP or similar certification preferred Knowledge Project management SDLC/PMLC methodologies IT infrastructure and ERP systems principles Communication, contract admin, budgeting, management theories ITIL and COBIT frameworks Skills Managing large-scale IT projects Developing and maintaining information systems Analyzing complex data systems Leading projects from start to finish Transforming business requirements into designs Strategic planning and problem solving Effective communication and relationship building Leading and motivating staff Abilities Design complex data systems Lead large teams to achieve goals Make sound judgments and decisions Supervise staff on projects Prioritize and meet deadlines Research and analyze information Understand laws, policies, budgets Develop and manage budgets and staffing Proficient in English Other Conditions Physical demands include sitting, operating devices, and communication.
