Senior Procurement Engineer

SCOPE OF WORK Responsible for the preparation and implementation of Procurement Strategy and Procurement Plan; Expedite submission of bids to ensure they are received on time as per bid submission dates or extended bid submission time as needed； Coordinate responses to Vendor clarifications pre-offer, wherever appropriate; Organize meetings with bidders and other disciplines as necessary; Perform commercial evaluation of bids and prepare the Recommendation for Award for approval for placement of Letter of Intent / Purchase Order; Maintain procurement status report, accurate for submission to Procurement Manager; Establish and maintain suppliers’ relationships, including communications and negotiations with suppliers; Receive and interview vendor representatives to keep abreast of developments, negotiate prices, service, quality or other matters; Identify inefficiencies in the supply chain to improve overall supply chain effectiveness; Complete other tasks assigned by Procurement Manager. REQUIREMENTS Undergraduate and above; Supply Chain Management, Management, Business or Engineering degree Familiar with Supply Chain Management progress, local laws and regulations as well as international industry standards, etc... More than 5 years’ experience in Supply Chain Management or related work. Experience procuring complex, critical and high value equipment and materials. Good organization, cooperation, communication and judgment skills; Ability to prepare and organize project meetings; Proficiency use of office software, such as Microsoft Office、Adobe Acrobat etc.; Master application of modern office equipment, such as computers, printers, fax and other office supplies.
