Job Description

SUMMARY:

General Background

The Congressional Budget Office (CBO) is a small nonpartisan Legislative Branch agency that provides independent, objective economic and budgetary analysis to Congress to aid in policy decisions. The agency employs approximately 275 employees, most professional staff working in economic analysis and public policy.

Objectives

The Information Resources Management and Technical Services Unit (IRM&TS) requires a Contractor to provide IT Developer support services.

Scope of Work for IT Developer

The contractor shall be responsible for supporting IRM&TS management as directed, the IT Developer Support will provide technical support and expertise to ensure the efficient development, deployment, and maintenance of software applications. This role involves collaborating with development teams, troubleshooting technical issues, and implementing solutions to optimize application performance.

Remote work

is authorized under this contract; however, at CBO’s discretion, contractor employee may be required to work on-site at CBO facilities without reimbursement for related travel or expenses. The on-site work under this contract will be performed primarily at the following location:

Congressional Budget Office, Ford House Office Building, 4th Floor 2nd and D Streets SW, Washington, DC 20515. The Ford House Office Building is across the street from the Federal Center SW metro station, which is on the blue, orange, and silver lines.

EDUCATION

Bachelor’s Degree in an IT- related field

Required Experience

IT Developer Requirements

Strong skills developing application and backend services using C#, ASP.NET MVC, Web API, Java Script, jQuery, Node.js and CSS, Cloud AWS, SQL, GitHub Enterprise Experience in automating tasks using scripted languages such as Bash, PowerShell, or Perl Developing and maintaining web services; experience with MVC, WCF and Web APIs preferable Experience designing and maintaining user interfaces (UI) with HTML, JavaScript, CSS; experience working with JavaScript libraries such as jQuery, Node.JS, Chart.js, Bootstrap preferable; UI Ajax. Experience developing and maintaining data in relational databases; heavy SQL experience with Stored Procedures, Functions, performance tuning is required. Proficiency in building web applications using ASP.NET Core, including experience with MVC (Model-View- Controller) architecture. Experience in developing RESTful APIs using ASP.NET Core Web API. Understanding of ASP.NET Core middleware and the ability to implement custom middleware. Knowledge of dependency injection principles and practices in ASP.NET Core. Familiarity with ASP.NET Core security features, including authentication, authorization, and data protection. Proficiency in using Razor syntax for dynamic content generation in views. Proficiency in using jQuery for DOM traversal and manipulation Experience with jQuery event handling for creating interactive user interfaces. Expertise in making asynchronous HTTP requests using jQuery’s AJAX methods, and in integrating and customizing jQuery plugins for various functionalities Experience in developing responsive web applications using Bootstrap Proficiency in using Bootstrap’s grid system for layout design. Knowledge of Bootstrap components (modals, carousels, navbars, etc.) and customization techniques. Ability to customize Bootstrap themes using CSS and SASS. Other tasks s assigned in support of operational needs.

RESPONSIBILITIES:

IT Developer Support Tasks

Run and monitor software performance tests on new and existing programs for the purpose of correcting errors, isolating areas for improvement, and general debugging Administer critical analysis of test results and deliver solutions to problem areas. Install/upgrade software products as required Write programming scripts to enhance functionality and/or appearance of company web site and/or related web applications as necessary Provisioning development environments (local, virtual, or cloud-based) Design, deploy, and maintaining deployment scripts and artifact repositories Automating routine tasks (e.g., code formatting, testing, linting)

CLEARANCE

A Public Trust Tier 2 clearance level is required. A background check is conducted through Capitol Police to access the CBO network.
