Position: Program Support Client - NOAA Location:
Remote
Job Description The Sustainable Fisheries Division (SFD) collaborates with the Pacific Fishery Management Council to develop federal policies and regulations for fishing in waters off California, Oregon, Washington, and the Eastern Pacific Ocean. Under the authority of the Magnuson-Stevens Fishery Conservation and Management Act (MSA), the SFD issues permits to fishermen, assists with permit applications, and manages permit data for fishery management decisions. We seek contractor support to aid with permitting activities and communication with fishermen regarding permits.
The candidate will support routine activities and interactions with fishermen concerning Highly Migratory Species, Coastal Pelagic Species, Pacific Halibut, and Groundfish permits. The core responsibilities include administrative support for the Permits and Monitoring Branch, focusing on the Highly Migratory Species, Coastal Pelagic Species, Pacific Halibut, and Groundfish Directed Open Access Permit Programs.
Permits Processing
Review permit applications, renewals, and transfers; track requests from receipt to completion.
Verify application completeness and supporting documentation; notify applicants of missing information.
Coordinate issuance of various permits and authorizations.
Develop use cases for permit database maintenance and improvements.
Constituent Services
Answer phone calls and emails, helping constituents understand permit regulations and procedures.
Assist fishermen with accessing quota shares and vessel accounts, including password issues.
Provide general permit and quota information, referring to websites as needed.
Distribute logbooks and other materials to industry contacts.
Information Dissemination
Assist in creating and distributing outreach materials, including text, tables, and graphics.
Respond to data requests and ensure website content complies with Section 508 standards.
Maintain and update website content as necessary.
Recordkeeping
Track correspondence and maintain files securely.
Submit sanction checks via secure electronic systems.
Spreadsheet Analysis
Support permit fee assessments and system overviews through basic data analysis.
