Background The Sustainable Fisheries Division (SFD) works with the Pacific Fishery Management Council in developing
federal policies and regulations for fishing in waters off the coasts of California , Oregon, and Washington, and the Eastern Pacific Ocean. Under authority of the Magnuson-Stevens Fishery Conservation and Management Act (MSA), the SFD permit program
issues permits to fishermen , responds to their requests for assistance with their permits and permit applications, and typically provides and organizes permit and other data for use in fishery management decisions. The SFD seeks contractor support services to
aid with required permitting activities and correspondence with fishermen associated with such fishery permits.
The candidate needs to aid with routine activities and interactions with fishermen associated with Highly Migratory Species, Coastal Pelagic Species, Pacific Halibut, and Groundfish permits. The core service required is to assist the Permits and Monitoring Branch with administrative responsibilities associated with its permitting programs. The programs are the Highly Migratory Species Permit Program, the Coastal Pelagic Species Permit Program, the Pacific Halibut Permit Program, and the Groundfish Directed Open Access Permit Program.
Permits Processing The contractor shall provide assistance in reviewing permit applications, renewals and transfers. Incoming requests shall be tracked from the time they arrive to the time they are completed. Applications shall be reviewed and verified regarding completeness of submission and inclusion of supporting documentation. Applicants who have submitted incomplete requests shall be notified that they need to provide additional information. Coordinate issuance of exempted fishing permits, scientific research permits, and letters of authorization. Develop use cases for permits database maintenance and improvements. Constituent Services The contractor shall answer phone calls and emails to assist constituents with understanding the regulations and requirements of the permit programs, including how to transfer, apply for, and renew permits/licenses. The contractor shall field incoming calls, consult with Permit Leads if needed, and answer routine calls on catch data errors. Assist fishermen in accessing their quota share and vessel accounts, which are akin to banking and investment accounts, and aid fishermen who encounter password problems. Assist the general public with questions concerning permits and quota share and vessel accounts, many of which can be answered by referral to websites. Utilize existing contact lists to mail or email logbooks to industry. Information Dissemination The contractor shall assist in the development and dissemination of information, including assisting in the production of text, tables, and graphics of internal and external analysis and outreach materials. Assist in the distribution of such materials. Assist in responding to data requests. Audit and modify public-facing content for compliance with Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d) as amended by P.L. 105-220 under Title IV (Rehabilitation Act Amendments of 1998), as necessary. Assist in website postings of materials, as appropriate, and initiate maintenance and update of incorrect or outdated website content when it is discovered. Recordkeeping The contractor shall track correspondence and maintain files, and submit sanction checks to the Office of Law Enforcement personnel via secure electronic communications (e.g. Kiteworks). Spreadsheet Analysis The contractor shall assist in simple book keeping type analysis that supports permit fee assessment or providing overviews of the permit systems.
