Negotiable Based on Experience Program Summary: The Commonwealth of Massachusetts is undertaking the Business Enterprise Systems Transformation (BEST) Program to implement a comprehensive ERP software. This initiative will support various business functions across state agencies, replacing current systems with a cloud-based SaaS solution over 18-24 months starting in Q3 2023. Position Summary: The BEST Program Solution Compliance Lead will ensure that new business protocols and software configurations support compliance with fiscal laws, regulations, and policies, and will work closely with the Office of the Comptroller’s Risk Management Team to support updates and training materials. Responsibilities include: Develop risk compliance protocols, security protocols, and audit features. Work with the Risk Management Team on internal control guides and materials. Assist in planning and executing testing activities, review test results, and recommend mitigations. Identify business process changes and support change management strategies. Monitor legislative and regulatory changes affecting compliance and controls. Review agency-specific laws and policies to ensure software compliance. Required Skills: Deep experience with Commonwealth compliance statutes, regulations, and policies. Extensive experience in internal audit management, testing, and reporting. Excellent communication and interpersonal skills. Experience developing and delivering compliance training. Understanding of financial management policies across government sectors. Proven leadership and management skills. Preferred Qualifications: Experience in business process analysis and redesign within the Commonwealth. Experience with AI tools in regulated environments. Knowledge of current Commonwealth financial and HR systems. Minimum Entrance Requirements: Bachelor’s degree in relevant fields. Experience within the Commonwealth’s agencies.
