Job Responsibilities Review requests for proposals to identify and assist the proposal team in developing responses. Support proposal preparations, including bid/no-bid decisions, cost estimating, pricing, RFP review, risk mitigation, and negotiations. Assist in Basis of Estimate (BOE) preparation, budget planning, reporting, estimate at completion (EAC), scheduling, and status updates. Analyze estimates against previous cost data and recommend adjustments. Communicate effectively across multi-departmental teams. Manage new program initiation and monitor time charging. Provide guidance on executing new business cost proposals, including compliance with RFP, FAR, CAS, and disclosure requirements. Establish and coordinate project schedules, monitor progress, and escalate issues as needed. Develop cost/price models and assist with pricing strategies, risk assessments, business case analyses, and management briefings. Conduct analytical studies, monitor trends, and interpret results accurately. Support and promote the organization’s mission, values, and culture. The Ideal Candidate will have: Strong knowledge of contract compliance. Advanced financial analysis skills and principles. Working knowledge of IR&D, B&P, direct sell, and allowable vs. unallowable costs. Ability to guide complex program analyses. Effective communication of financial issues and risks to non-financial personnel. Experience with MS Project or similar scheduling tools. Experience monitoring and maintaining program Estimates at Complete (EAC). Strong leadership and developmental skills, with the ability to mentor and train others. Qualifications Bachelor’s degree in business, finance, accounting, or related field, with at least five years of progressive experience in a government manufacturing environment. Masters and relevant certifications preferred. Working knowledge of FAR, DFAR, CAS, and SOX. Proficiency in financial analysis and software tools such as Excel, MS Office Suite, Visio, Costpoint, Pro Pricer, and Power BI. The pay scale for this position is $89,491 to $133,788 per year. This is a general guideline; actual compensation may vary based on factors such as location, experience, skills, and internal policies.
