Maintenance of Way Manager

The South Florida Regional Transportation Authority (SFRTA), the operator of Tri-Rail, is seeking qualified candidates for the role of Maintenance of Way Manager in the Department of Maintenance of Way, to join our team. Under the direction of the Chief Engineer, the Maintenance of Way (MOW) Manager is responsible for planning, organizing, and managing the staff, operations, and activities of the Department of Maintenance of Way at the South Florida Regional Transportation Authority (SFRTA), including rail infrastructure, bridges, signal and communications systems, capital project delivery, and environmental compliance. This position manages a multidisciplinary team and serves as the operational link between the Chief Engineer and all MOW-related project managers. The Maintenance of Way Manager is responsible for driving results and keeping projects on schedule and on budget. Essential Duties & Additional Responsibilities
Provide Leadership and Oversight of MOW Operations: Oversee all functions related to MOW, including track, bridges, signals, communications systems, capital improvements, and environmental compliance. Supervise and support the activities of the MOW project management team. Manage Departmental Programs and Projects: Develop and maintain a comprehensive long-term capital improvement program for MOW infrastructure. Ensure project and program delivery aligns with agency objectives, timelines, and budgets. Supervise Staff and Contractors: Provide direct supervision, mentorship, and professional development to Project Managers and Assistant Project Managers. Lead performance evaluations, delegate assignments, and ensure accountability in meeting goals. Oversee the work of consultants and service providers to ensure adherence to contracts, safety standards, and performance metrics. Ensure Regulatory and Contract Compliance: Monitor FRA and FDOT compliance for rail infrastructure maintenance, bridge inspections, and signal system performance. Ensure all activities are consistent with SFRTA standards, permitting, and environmental regulations. Coordinate with Internal and External Stakeholders: Collaborate across departments and with external partners including FDOT, CSXT, FRA, and FTA. Serve as the primary liaison for MOW-related project planning and delivery. Implement Performance Management and Reporting: Develop performance metrics and manage reporting tools to evaluate the effectiveness of MOW programs. Provide timely updates to the Chief Engineer and contribute to agency-wide planning initiatives. Develop and Enforce Standards and Procedures: Maintain and enforce policies and procedures for the execution of MOW activities. Regularly review and update design guidelines, project management frameworks, and safety protocols. Policy & Compliance Adherence: Ensure compliance with SFRTA policies, including Equal Employment Opportunity (EEO), Anti-Discrimination, Anti-Harassment, and Anti-Retaliation policies. Serve in a Backup Capacity: Assist the Chief Engineer or colleagues by temporarily assuming delegated responsibilities during absences or periods of high operational demand. Minimum Education Bachelor of Science from an accredited college or university with major in Engineering, Construction Management or a related field. Minimum Experience A minimum of six (6) years of progressively responsible professional experience in engineering & construction, with an emphasis in the construction, transportation, or railroad industry. A minimum of three (3) years in a leadership role, including staff supervision, budgeting, and overall project management. Certifications & Licensure Requirements Certification Must possess a Project Management Professional (PMP) certification at the time of hire or obtain it within 18 months of hire. Preferred License Active State of Florida Professional Engineer (PE) License in good standing. Preferred Qualifications Preferred Education Master's from an accredited college or university with major in Engineering, Construction Management or a related field. Preferred Experience A minimum of eight (8) years of progressively responsible professional experience in engineering & construction, with an emphasis in the construction, transportation, or railroad industry.
