Job Summary
The Project Manager is responsible for overseeing all phases of heavy highway and civil construction projects, ensuring their successful completion on time, within budget, and according to specifications. This role involves leading project planning, coordination, scheduling, cost control, safety, quality assurance, and communication with internal teams and external stakeholders including INDOT, municipalities, clients, vendors, and subcontractors. The Project Manager serves as the key point of contact between the office and the field, ensuring operational efficiency and financial performance.
Essential Job Duties/Responsibilities
Analyze project plans, specifications, and contract documents to develop scopes of work
Develop and manage project budgets, schedules, and resource plans from kickoff to closeout
Helps coordinate project teams, including field superintendents, foremen, subcontractors, and vendors
Manage contracts, permits, submittals, purchase orders, and change orders
Schedules needed labor, equipment, and materials usage to maximize efficiency and profitability
Prepare and maintain detailed construction records and documentation, including INDOT-required reports
Lead project meetings and maintain regular communication with clients, inspectors, and engineers
Ensure compliance with safety regulations, environmental standards, and quality assurance procedures
Track job costs and oversee timely billing and cost reporting, including progress payments and retainage releases
Troubleshoot and resolve project issues while managing risk and escalating concerns as needed
Support pre-bid efforts including quantity takeoffs and gathering subcontractor and vendor quotes
Promote company values, policies, and initiatives related to safety, ethics, and continuous improvement
Other Duties/Responsibilities
Assist others in department as needed
Perform other related duties as assigned
Required Skills and Abilities
Strong leadership and team coordination skills with the ability to manage multiple projects simultaneously
Deep understanding of heavy highway, road, and civil construction practices and INDOT specifications
Proficiency in reading and interpreting blueprints, drawings, and construction documents
Ability to analyze budgets, schedules, and project performance data
Excellent communication skills (oral and written) and stakeholder relationship management
High level of organization, attention to detail, and ability to prioritize effectively in a fast-paced environment
Strong problem-solving, negotiation, and decision-making skills
Valid driver's license and willingness to travel to various job sites
Education and Experience
Bachelor's degree in Construction Management, Civil Engineering, Project Management, or related field preferred; or eight (8) years equivalent experience in heavy highway construction
A minimum of five (5) years of experience managing INDOT heavy highway or civil infrastructure projects is required
Equivalent combinations of education and work experience will be considered
Experience with estimating, scheduling, and project financials is highly valued
Skilled in Microsoft Office Suite (Excel, Word, Outlook, Project), with familiarity in Bluebeam, OnStation, ITAP, or other project management software/applications preferred
Hands-on field construction experience is a plus
Physical Requirements
Lifting/Carrying: Up to 50 lbs frequently
Pushing/Pulling: Up to 50 lbs frequently
Driving: Regular driving of automatic and possibly standard transmission vehicles
Movement Requirements: Frequent standing, walking, and keyboarding; occasional sitting, bending, squatting, kneeling, twisting, climbing, crawling, and reaching above shoulder level
Use of Hands: Frequent use of hands for keyboarding and handling materials
Environmental Exposure: Frequent exposure to outdoor weather conditions including extreme heat and cold, dust, wet surfaces, uneven terrain, and standing on concrete; frequent travel; frequent work in both indoor and outdoor environments
Working Environment
Time split between office and field environments (approximately 50/50)
Work long hours and potentially 6 days a week, with the understanding nights could be needed
Travels up to 125-mile radius from the main office
Interaction with internal departments (e.g., Safety, Accounting, Field Operations) and external partners (e.g., clients, municipalities, subcontractors)
Must be comfortable working in high-pressure, deadline-driven settings
Supervisory Responsibilities
Monitors and coordinates multiple crews, subcontractors, and project team members
Provides leadership, performance feedback, and direction to ensure successful project outcomes
