BFH Maternal Health Special Projects Manager

Job Summary
Develops and manages targeted performance improvement systems and initiatives. Oversees the development of the core elements for improvement projects. Ensures efforts are rooted in a thorough understanding of maternal health goals and the factors contributing to disparities and outcomes, with the initiative development process being shaped by the input of affected constituencies. Oversees the development of work plans and logic models to guide campaigns and initiatives; holds team members accountable to mission statement, schedules, and deadlines. Leads and oversees ongoing internal and external engagement activities required to ensure awareness of and support for the work. Oversees the transition and retirement of initiatives and improvement systems. Works with Bureau of Family Health (BFH) CQI leadership to develop and operationalize the models BFH will use for achieving improvement in clinical systems across populations and issues. Contributes the development and documentation of procedures, tools, platforms and approaches to the development and implementation of BFH's improvement strategies. Tracks progress on the prioritized process and health outcome measures of initiatives and systems; works with clinical leadership team to modify implementation strategies. Writes and ensures the quality of briefs, publications, presentations, press materials and websites related to planned, current, and completed initiatives and campaigns. Cultivates relationships with health policy leaders, providers, facilities, professional associations, and families/communities to advance maternal health outcomes. Keeps abreast of national efforts and the field; collect, synthesize, and present data from relevant initiatives; conducts literature reviews and analysis of policies that should be considered in Louisiana. Leads and oversees ongoing internal and external engagement activities required to ensure awareness of and support the work. Ensures strong working relationships with key stakeholders across government and non-governmental organizations, working on relevant maternal health sustainability goals. Maintains working knowledge of all federal and state mandates and authorities associated with funding, facility licensure and clinical quality. Establishes and maintains orderly and protected systems to manage the data and documentation associated with initiatives and improvement systems; ensures security, confidentiality and appropriate release of protections of data. Prepares grants; develops the financial criteria of those grants; and reports to those grant funding sources. Develops and manages budgets in accordance with Louisiana Department of Health (LDH) and contract agency requirements. Develops and manages contracts and sub agreements in accordance with LDH and contract agency requirements. Participates in and presents at staff meetings, conferences, and seminars as required. Serves as liaison for the agency on statewide and national task forces, work groups, councils, and coalitions. Participates in emergency response activities as required by the contract employer. Supports the development and supervision of practicum and internship students based on priorities that advance current and/or emerging priorities. Complies with all federal reporting guidelines and requirements as designated by (Office of Public Health (OPH). Supervises applicable maternal health staff. Other tasks as assigned. Qualifications Required
Bachelor's Degree, or Associates degree with 3 years professional experience, or 6 years professional experience in lieu of the degree. Minimum 4 years professional experience supporting program or system-level performance improvement initiatives. Minimum 3 years professional experience with project or program coordination. Excellent analytical skills, effective organizational and time management skills. Great attention to detail and follow up. Ability to manage projects, assignments, and competing priorities. Proficient in the use of Microsoft Office, including but not limited to Outlook, Word, and Excel. Desired Qualifications
Advanced degree. Minimum 5 years professional experience supporting program or system-level performance improvement initiatives. Minimum 4 years professional experience with project or program coordination. Minimum 2 years professional experience working with maternal health, public health, relevant related field. Minimum 1 year professional experience with federal grants, including grant-writing, grants management, and/or reporting requirements. Required Attachments
