Under general direction, plans, organizes, manages, and directs the human resources/personnel and risk management programsincluding employment, recruitment, classification and compensation, employee benefits, training, employee relations, workers' compensation, general liability claims, insurance coverage, employee safety and wellness, etc.; supervises staff; provides professional advice on a broad scope of personnel and risk management services and issues; performs long-range planning of programs and services; conducts studies; develops and administers personnel and risk management program budget; prepares City Council and administrative reports; makes recommendations regarding programs and activities; and performs other duties as assigned or required. Essential Job Duties
Administers the planning and development of activities for the human resources/personnel and risk management programs. Oversees the City's employment functionincluding recruitment, testing, screening, benefit administration, training, position classification, performance appraisal, grievance process, retirement, labor relations, compensation, etc. Reviews and analyzes liability and work-related illness and injury claims; makes recommendations regarding claims handling and actions to reduce future loss exposure. Attends as the City's representative to depositions and court related matters related to workers' compensation as required. Serves as voting delegate to joint power insurance authority for excess insurance coverage. Conducts investigations into allegations of violation of City policies, harassment, and discrimination. Prepares documentation for disciplinary actions, complaints, grievances, requests for appeal hearings, and employee retirements. Serves as an advisory member to the Disciplinary Review Committee. Conducts and/or oversees salary and benefit surveys; analyzes and provides oral and written recommendations regarding salary adjustments, reclassifications, reorganizations, and job descriptions. Plans, organizes, monitors, administers, and evaluates the performance of staff members who are responsible for performing various human resources/personnel and risk management functions. Prepares and administers the annual program budget. Prepares City Council agenda reports, ordinances, resolutions, and agreements. Interprets, enforces, and applies provisions of memorandums of understanding and labor agreements, City policies, and federal and state regulatory requirements. Supports and participates in the labor negotiations process. Analyzes and interprets personnel and risk management laws, regulations, and legislation. Prepares memorandums of understanding, agreements, letters, memorandums, e-mails, and reports. Serves as liaison for third-party administrators, legal counsels, brokers, insurance pools, professional organizations, consultants, vendors, etc. Assists in attaining established City-wide and department-specific goals and objectives. Participates in community organizations, activities, and projects. Attends and participates in meetings and conferences with other departmental staff, public agencies, private citizens, nonprofit agencies, and professional groups. Works independently and exercises sound judgment and discretion. Organizational responsibilities include reporting to the Assistant City Manager/Director of Human Services. Qualifications, Knowledge, Skills, and Abilities
Knowledge of municipal administration, managerial/supervisory principles and practices, personnel and risk management laws, regulations, codes, procedures, theories, principles, and practices; employee benefit administration; retirement and deferred compensation systems and procedures; workers' compensation, unemployment, and liability claims administration; budget preparation; labor laws and negotiation practices; computer applications; records management regulations and techniques; report preparation; and research techniques. Skills/Abilities to demonstrate excellent leadership and communication skills; understand, interpret, apply, and explain complex federal, state, and City laws, regulations, and rules; analyze complicated issues and problems, evaluate alternatives, and make appropriate recommendations; exercise sound independent judgment; handle a variety of sensitive and highly confidential issues; coordinate and monitor effective employee benefit and training programs; prepare clear, concise, and comprehensive reports, memorandums, letters, e-mail, etc.; provide technical guidance to staff; operate a computer and use word processing, spreadsheet, graphics, and database software; communicate effectively, both orally and in writing; plan, organize, assign, direct, review, evaluate, motivate, and train employees; organize work, set priorities, meet deadlines, and follow up on assignments with minimal or no direction; research, compile, interpret, and summarize a wide variety of information and statistical data; and write and apply administrative guidelines. Education and experience: Bachelor's Degree in business administration, public administration, personnel management, or related field required; Master's Degree desirable. Minimum of five years experienceincluding at least two years in a management or supervisory positionin the fields of personnel and risk management required. Physical demands: Must possess mobility to work in a standard office setting including use of standard office equipment, including a computer; to operate a motor vehicle; to visit various City sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. May be exposed to outside weather conditions, including heat, cold, wind, rain, and other conditions. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 50 pounds.
