Job Summary
Under general direction of the Executive Director is responsible for the transmission and distribution system; for the monitoring of the quality and cost of electrical service rendered through transmission lines; for the formulation of long and short range plans for distribution system expansion and development; and administration of the policy for the general control of the organization toward improving services at a lower cost. Also directs and coordinates activities of the Substation Department. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Essential Duties & Responsibilities Reviews, advises and makes recommendations related to system expansion to meet loads, continuity of service through application of technological advances and administration of preventative maintenance schedules by trained personnel Recommends methods and devices to provide better electrical planning and construction Formulates long and short range plans for the electric systems expansion and development Plans, directs and oversees work in constructing, operating and maintaining the transmission and distribution system Plans, directs, organizes and controls all phases of engineering of the transmission and distribution system and be generally in charge of all the Authority's system planning engineering activities, its system planning engineering and substation staff Develops and implements procedures which will result in the improvement of the transmission and distribution system and prepares directives and regulations and standard operating procedures which will assure that the construction, operation and maintenance functions of the transmission and distribution department will, to the maximum extent possible, result in the highest continuity of service with the minimum expenditure consistent with sound engineering practices and safety standards Provides monthly summary of statistical information to the Executive Director on the performance of the distribution system Reviews with the Authority's engineers, accomplishments, problems, regulations, etc., of the and distribution systems Approves all plans required for specific construction work orders for electric extensions or other improvements which are in accordance with the rules and regulations adapted by the Water and Power Authority Prepares proposals and recommendations for consideration of the Executive Director involving major changes, which implement improvements in the functions for which the distribution system Required Knowledge, Skills & Abilities Extensive knowledge of the importance of fulfilling the responsibilities and obligations of an electric and operating utility Proven ability to plan, coordinate and control all operations and activities of an operating electrical utility Ability to administer a comprehensive electric utility program; familiarity with modern engineering and operating concepts in the distribution of electrical energy Ability to prepare and understand technical reports Ability to understand and interpret complex data and to prepare detailed electric and water operating and capital budgets Ability to express oneself in a clear and concise manner in oral and written communication Ability to supervise professional and non-professional employees Thorough knowledge of modern management practices and procedures Education & Experience
Graduation from an accredited college or university with a master's degree in engineering, preferably electrical or mechanical engineering, and 15 years of progressively responsible work experience in the electric power generating field and in the transmission and distribution of electricity, five of which must include proven administrative ability in executing duties of progressively greater responsibilities in the electric utility industry. Must be registered as a Professional Engineer in the Virgin Islands and be a member of the Institute of Electrical and Electronics Engineering Society or the American Society of Mechanical Engineers.
