Vice President of Technology Performance and Programs
We are seeking a strategic, execution-driven Vice President of Technology Performance and Programs to act as a critical partner to the CIO/CTO. This role is responsible for operationalizing the technology function, driving performance, and ensuring strategic alignment with business goals. This leader will bring structure, discipline, and oversight to core areas including program execution, performance measurement, financial governance, M&A integration, vendor partnerships, resource and capacity management, and talent development. This is a highly visible, cross-functional role that enables scale, alignment, and accountability across the technology organization, with a focus on running Technology as a business. Key Responsibilities Technology Business Operations
Design and implement operating rhythms, performance metrics, and dashboards to measure the effectiveness and efficiency of the technology organization. Establish key performance indicators (KPIs) to monitor delivery, quality, productivity, operational resilience, and business value across all technology functions. Drive transparency and continuous improvement by leveraging performance data and trends. Strategic Planning & Execution
Lead the annual and quarterly planning processes for the technology organization in partnership with senior technology and business leadership. Translate strategic goals into actionable technology programs and monitor their execution against targets. Project Intake & ROI Governance
Own and manage the enterprise-wide technology project intake process, ensuring initiatives are prioritized based on clear business cases, alignment with strategic objectives, and measurable ROI. Collaborate with business partners to evaluate feasibility, dependencies, resource needs, and financial implications of proposed projects. Program & Portfolio Management
Oversee the Technology Program Management Office (PMO), ensuring timely, high-quality delivery of strategic initiatives and major projects. Implement standard tools, processes, and reporting to enable transparency and accountability across initiatives. M&A Technology Diligence & Integration
Own and drive technology due diligence, integration planning, and post-close execution for all mergers, acquisitions, and divestitures. Partner with Corporate Strategy, M&A team, Legal, Cybersecurity, Application and Infrastructure teams, Finance, HR, and the Transformation Office to ensure seamless transitions. Vendor & Financial Management
Manage the full lifecycle of vendor relationships, including selection, negotiation, contracting, and performance monitoring. Lead the technology financial planning process including budgeting, forecasting, and spend management; ensure alignment with business objectives and ROI-driven investments. Resource, Capacity & Talent Development
Develop and maintain frameworks for headcount, skills inventory, capacity planning, and workforce strategy across the technology organization. Partner with HR and technology leadership to drive organizational design, talent development, succession planning, and skills growth initiatives. Support the creation of career paths, competency models, and internal mobility within the tech function. Managed Service Oversight (Enterprise Applications)
Lead governance and performance management of the Managed Services Provider(s) responsible for supporting enterprise applications and production environments. Ensure SLAs, uptime, and issue resolution targets are met or exceeded. Qualifications
12+ years of experience in technology operations, enterprise applications, or similar roles, preferably in large enterprise environments. Proven experience working directly with or reporting to CIOs/CTOs, with a strong understanding of enterprise technology organizations. Demonstrated ability to manage cross-functional programs, including M&A due diligence/integration, performance measurement, and vendor management. Experience designing and implementing KPI frameworks, performance dashboards, and business case-driven governance processes. Strong financial acumen, including technology budgeting, cost optimization, and investment analysis. Excellent leadership, communication, and interpersonal skills. Bachelor's degree in Business, Information Systems, Engineering, or a related field; MBA or equivalent is a strong plus. Preferred Competencies
