Job Summary
The Assistant City Secretary provides critical administrative and legislative support to the City Secretary, City Manager, and City Attorney, contributing to the overall efficiency, transparency, and legal compliance of the City of Dickinson. This position plays an integral role in assisting with the preparation of official records, meeting agendas and minutes, public information requests, elections, and records management. Working collaboratively across departments, the Assistant City Secretary helps ensure the accurate execution of key municipal functions while upholding the City's commitment to excellent public service and open government. Essential Duties
Assists internal and external customers with questions requiring knowledge of department and City programs, policies, and procedures. Answers the phone lines of the City Manager's Office, City Attorney's Office, and other departments as needed with tact and courtesy. Assists in preparing and distributing City Council and board/commission agendas and supporting materials in compliance with the Texas Open Meetings Act. Attends City Council and board/commission meetings as needed, assisting with meeting logistics and the preparation of accurate meeting minutes. Provides support for municipal elections, including posting legal notices, processing candidate filings, and coordinating election logistics. Aids in managing and responding to Public Information Act (PIA) requests in coordination with the City Secretary's and City Attorney's offices. Helps organize and maintain the City's official records, including ordinances, resolutions, contracts, and legal documents, in accordance with state retention schedules. Assists with codification and publication of ordinances and legal notices. Tracks board and commission appointments and terms, and prepares necessary onboarding documentation and oaths of office. Provides general administrative support to the City Manager, City Secretary, and City Attorney, including scheduling assistance, document preparation, and research. Assists with posting legal notices and public hearings in accordance with statutory requirements. Maintains confidentiality and professionalism when handling sensitive or legal matters. Promotes interdepartmental collaboration by assisting other departments as needed with administrative and records-related tasks. Performs other duties as assigned. Qualifications
Working knowledge of Texas Election Code, Texas Local Government Code, Texas Open Meetings Act, and Public Information Act. Familiarity with municipal operations, public meeting processes, and local government structure. Strong understanding of records retention and records management standards (TSLAC). Ability to coordinate multiple deadlines and prioritize tasks. High proficiency in Microsoft Office and experience with agenda/records management software. Excellent written and verbal communication skills and ability to work professionally with staff, elected officials, and the public. Ability to maintain confidentiality, professionalism, and attention to detail in a high-paced environment. Other Information
Required Education: High school diploma or equivalent required; Bachelor's degree in Public Administration, Business, or related field preferred. Experience: Minimum of three (3) years of experience in municipal or public sector administrative support, ideally within a City Secretary, City Manager, or City Attorney's Office. Benefits
