The City of Coppell is looking for a City Secretary who brings care, clarity, and steady leadership to a role that meaningfully powers local government. As a key support to City Council and executive leadership team, you'll help ensure the integrity of legislative processes, uphold open government laws, and manage records and elections with professionalism and trust. You'll also play a meaningful role in mentoring and developing the Administrative Services Coordinator, helping to strengthen administrative support across the organization. Schedule Commitment This is a full-time, 40-hour per week position primarily scheduled MondayFriday. Evening hours are required to attend City Council meetings. Additional hours may be necessary during election periods, special projects, or to meet statutory deadlines and support executive or Council priorities. Pay Plan This opportunity is exempt and on Pay Grade #26. The full Pay Grade Range is shown for growth and development opportunities within the grade. Salary determination is supported by budget availability and qualifications of the candidate to maintain internal equity. Hiring Range: $110,744-$135,640. Min: $110,744 ($53.24) Mid: $135,640 ($65.21) Max: $160,560 ($77.19) Candidate Engagement Plan This opportunity will remain open until filled. Experience Required Associate's or bachelor's degree in Public Administration, Political Science, Business Administration, or a related field preferred. A combination of relevant certifications, directly related experience, and progressively responsible municipal service may be considered in lieu of formal post-secondary education. 5+ years of progressively responsible administrative experience in a municipal or public sector environment, including direct involvement with elected officials, City Council agenda preparation, records management, or election administration. Strong working knowledge of open government laws, public records requirements, and the structure and functions of local government. 2+ years of supervisory experience, including responsibility for training, coaching, performance management, and delegation. Possession of, or ability to obtain, Texas Registered Municipal Clerk (TRMC) certification and designation as the Records Management Officer within 3 years of appointment. Current Texas Notary Public Commission or ability to obtain within 6 months. Valid Texas driver's license with a good driving record. Preferred Experience coordinating municipal elections in accordance with Texas Election Code. Experience preparing and managing City Council meeting agendas and supporting legislative processes. City Secretary's Office The mission of the City Secretary's Office is to change the perception of government through transparent and open processes while providing a bridge between citizens and their elected officials. The responsibilities of the City Secretary are established by the City Charter and local ordinances, as well as applicable state laws. Responsibilities include: Provide notice of City Council meetings and maintain the minutes of the proceedings of such meetings in compliance with the Texas Open Meetings Act. Coordinate the application and appointment process for City boards and commissions. Serve as the election administrator for the city and is responsible for conducting all City elections as prescribed by the Election Code of the State of Texas. Provide records as requested through the Texas Public Information Act. Serves as custodian of all ordinances and resolutions of the City. Serves as records management officer for the City. The City Secretary holds the Texas Registered Municipal Clerk's designation through the Texas Municipal Clerks Association Certification Program.
