Earned Value Management Analyst
to provide
Full Time
support a NASA contract in Greenbelt, MD. This position will provide Earned Value Management support at Goddard Space Flight Center’s (GSFC) Roman Space Telescope (RST) Project. Responsibilities
: Perform schedule analysis and assessments of contractor-developed schedules. Prepare technical and management reports and deliver briefings to internal and external stakeholders. Review and analyze contractor Earned Value (EV) reporting for accuracy and compliance. Create and maintain Project level Performance Measurement Baseline (PMB) in Deltek Cobra. Run monthly IPMR reports at Element and Project levels and write detailed Variance Explanation Reports, including Corrective Action Plans. Maintain Project level EVM database in Encore Empower. Database includes both in house and contractor provided inputs/XMLs. Monitor contractor EVMS reports and systems to ensure adherence to the EVMS Plan, Statement of Work (SOW), and Contract Data Requirements List (CDRLs). Conduct EVMS analysis to assess overall project performance, identify cost/schedule variances, and highlight risk areas. Audit contractor EVMS systems, processes, and procedures for compliance and effectiveness. Create presentation materials and participate in key program reviews, including SSR, PDR, CDR, TRR, PSR, MRR, and LRR. Demonstrate proficiency in advanced EVMS techniques and tools such as Deltek Cobra, Empower, SAP interfaces, and Microsoft Office applications including Microsoft Project. Exhibit a professional demeanor with strong communication and analytical skills; experience presenting EVMS reports to cross-functional teams and senior leadership. Work independently under tight deadlines with a high degree of accuracy and attention to detail. Collaborate with multiple GSFC instrument projects and contractors to ensure integrated and accurate EVMS reporting. Lead and contribute to internal project goals and continuous process improvements. Coordinate and facilitate Integrated Baseline Reviews (IBRs), and develop supporting procedures based on project and contractual requirements. Travel may be required to attend contractor monthly status reviews, EVMS-related meetings, conferences, and IBRs. Requirements: Proficiency in Deltek Cobra preferred. Proficient with Microsoft Office Suite. Proficient with Earned Value Management analysis tools. A strong willingness to be part of a project team is essential. The ability to interface successfully with both business personnel and technical leads. Excellent interpersonal, teaming, and communication skills. Individual must meet government NAC and citizenship/permanent residency requirements for access to NASA GSFC. Extensive background investigation will be performed as a requirement of the job. Education and Experience: Bachelor’s degree and 12 years of experience or equivalent related experience in lieu of degree. Experience with Deltek Cobra, Encore Empower, and PMI Tools highly preferred. Encore Empower experience is required. PMI’s PMP certification or an Earned Value Professional certification is a plus.
