This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. This executive leadership position directs the Department of Human Services (DHS) Office of Inspector General (OIG) Program Integrity Oversight division, providing leadership and direction for fraud and abuse prevention, detection, and investigation activities associated with human services providers and recipients of DHS programs. The incumbent also provides program integrity expertise to administrations across all DHS program and provider service areas, as well as to managed care organizations and counties. Finally, the incumbent is responsible for creating a cohesive DHS enterprise approach to detect and investigate fraud, abuse and waste in DHS programs.
Minimum Qualifications

Managerial experience.
AND
Three (3) years of experience managing programs including strategic planning and directing the work of staff.
Experience must demonstrate the following:
Leadership of program integrity oversight-related efforts within public or private organizations. Developing, implementing, maintaining, and communicating strategic and workforce plans in collaboration with other leaders. Developing, implementing, and evaluating policies, programs, processes, operations, and budgets to improve organizational effectiveness. Developing, implementing, and monitoring annual program goals and performance plans and for a division level organization.
Preferred Qualifications
Extensive knowledge of the state and county human services delivery systems, policies, budget, service industries, and the clientele associated with licensing and program integrity activities. Knowledge of the public funding streams used by the DHS and other federal agencies that support public assistance programs and health care services. Experience developing and preparing policy and budget legislative proposals to further program integrity oversight-related policy initiatives, as well as testifying or publicly speaking in support of these initiatives. Experience directing the design and development of innovations in program integrity work and recommended practices to improve the effectiveness of associated programs and services within the agency/organization. Experience using project management frameworks, tools, and strategies to organize and direct work to manage complex project scope. Writing technical documents, i.e. law, policies, and reports. Able to communicate clearly, effectively and persuasively – in writing, at meetings, and in public forums. Variety of experiences working effectively with others from different backgrounds and cultures.
