This position requires an employee to be onsite at 400 Wabasha Street North, St Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.

Telework is available on a limited basis. Minnesota Housing is hiring! We’re a mission-focused financial institution looking for a Deputy Director who will work in coordination with the Director of the Olmstead Implementation Office and state agency staff to develop and implement the Olmstead Plan to promote integration, inclusion, and choice for people with disabilities throughout Minnesota. This includes engaging the community and leading efforts to work with people with the lived experience of having a disability. In addition, the Deputy Director carries out important management and operational duties, including coordinating and managing budgets, managing staff, preparing and making presentations, providing leadership for multiple interagency activities, managing multiple contracts, and serving as the Director’s designee and surrogate in internal and external forums.

Essential Job Duties

Develop and implement a framework to meet the Subcabinet’s objective to share power and co-create with people with disabilities in developing and implementing the Olmstead Plan. Incorporate the voice and expertise of people with lived experience into Olmstead-related decision making across the enterprise. Engage community organizations, people with disabilities, and other interested parties. Manage contracts from beginning to end. Support the OIO Director in advancing the Olmstead work, which will include serving at the Director’s designee, representative, and/or partner. Provide leadership support for interagency activities and special projects, which could include working groups, data collection efforts, research, interagency meetings, and events. Supervise staff, including hiring, developing, managing and retaining staff. Perform other duties as assigned.

Minimum Qualifications

To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position.

Four (4) years of experience working on disability issues, policies and programs, including engaging and working with people with disabilities A Bachelor’s degree in social work, sociology, public policy/administration, communications, business/non-profit management, disability studies, human services, gerontology, or law may substitute for 12 months of experience – or – a Master’s degree in the listed fields may substitute for 18 months of experience. Demonstrated experience in managing multiple, complex projects that involve multiple stakeholders. Demonstrated leadership experience, including at least one of the below: Experience as a manager, supervisor or team lead Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI) Completion of a similar or equivalent leadership development program through another organization A paid or unpaid position leading a project or program or chairing a committee, such as an Employee Resource Group (ERG). This experience must include: 1+ years of identifying issues, goals, and strategic actions and 100+ hours per year time commitment (Resume must clearly document how experience meets these requirements)

Experience in community outreach and engagement. Demonstrated communication skills, including ability to communicate complex information in plain language. Cultural competency as demonstrated by skills for communication and interaction across cultures and awareness of one’s own world view and that different world views exist

Preferred Qualifications

Five (5) years of experience working directly on disability issues, policies and programs, including engaging and working with people with disabilities. Extensive experience in disability program systems and policy—such as: expertise in home- and community-based waivers, policy analysis and development, and a strong understanding of the ADA integration mandate and the U.S. Supreme Court’s Olmstead Decision. Management experience, including: (1) hiring, supervising, evaluating, training, coaching, supporting and retaining staff, (2) effectively delegating projects and tasks, and (3) supporting career and skills development. Strong facilitation and equity-focused communication skills—with demonstrated experience leading diverse meetings (from small teams to large community events) and a deep understanding of ableism and its impact on government systems, policies, and programs. Expertise in cultural competency/agility. This position requires the ability effectively engage and work with a broad range of people with diverse viewpoints and identities.

Physical Requirements

Requires moving office items such as file folders and small office tools.
