The National Heart, Lung, and Blood Institute (NHLBI) provides global leadership for a research, training, and education program to promote the prevention and treatment of heart, lung, and blood diseases and enhance the health of all individuals so that they can live longer and more fulfilling lives. The Institute creates and supports a robust, collaborative research infrastructure in partnership with private and public organizations, including academic institutions, industry, and other government agencies. The Institute collaborates with patients, families, health care professionals, scientists, professional societies, patient advocacy groups, community organizations, international organizations, and the media to promote the application of research results and leverage resources to address public health needs and reduce the burden of heart, lung, and blood diseases worldwide.
The NHLBI Project Management Office (PMO) was established within the Office of Management (OM) to provide program and project management support to key programs across the Institute. The PMO prioritizes support for strategic programs, which are defined as complex, high priority, NHLBI-wide programs, funded by an Other Transaction Authority (OTA) or multiple mechanisms. The PMO also provides project management/coordination for other high priority or NHLBI-wide projects and working groups.
Position Objective:
Provide services as a Scientific Program Manager in support of the overall functions of the National Heart, Lung and Blood Institute (NHLBI), Project Management Office (PMO) within the National Institutes of Health.Experienced staff members of the organization with demonstrated ability in employing an advanced level of portfolio, program, and project management leadership. Must have proven experience in managing and executing projects of a scientific nature. Must be comfortable in dealing with complex scientific and technical information beyond own area of expertise. Must understand project management principles and techniques. Must have the skills necessary to execute projects to ensure they meet all scope, schedule, resources, and quality expectations through the entire project lifecycle and in accordance with the objectives of NHLBI. Must possess strong analytical skills, including the ability to integrate information from multiple sources. Must be able to translate complex project management and scientific theories to management and non-scientific audiences. Must exhibit strong organizational skills and the ability to prioritize multiple tasks and projects.
Duties and Responsibilities: Coordinate daily activities and deliverables of the assigned program(s) and manage relationships with scientific program leads and key program stakeholders. Develop project charters, plans, and schedules. Support senior-level working groups and meetings, including agenda setting, meeting minute capture, action item tracking, coordination, logistics, and materials preparation. Monitor program schedules and budgets, as well as other activities related to the program. Develop monthly status reports with metrics and analysis to support forward-looking decision-making based on data; coordinate with other entities to ensure status reporting requirements are met. Monitor and evaluate program activities to determine effectiveness and make recommendations for changes and/or improvements when necessary. Also includes project coordinator and project manager responsibilities. Qualifications
Basic Qualifications:
This role requires a bachelor's degree in an applicable field (e.g., science-related or public health-related field). A master's degree or doctorate degree is preferred. Active Project Management Professional (PMP) certification. Minimum of 15 years of demonstrable experience in managing and executing projects of a scientific nature, ensuring they met all scope, schedule, resource, and quality expectations through the entire project lifecycle. Minimum of 8 years of demonstrable experience in developing project management processes, tools, and templates to strengthen an organization's project management approach. Minimum of 5 years of demonstrable experience in serving as a team lead / project lead for a project management team. Minimum Qualifications:
Operational program/project management experience for a federal agency strongly preferred. Experience with Other Transactions Authority (OTA) preferred. Ability to communicate effectively, orally and in writing, with non-technical and technical staff. Detail-oriented and possess strong organizational skills with the ability to prioritize multiple tasks and projects.
