SAIC is seeking a
Senior Finance Analyst with an active Secret clearance
to provide support to the Office of the Under Secretary of Research and Engineering (OUSD(R&E)) with all phases of the DoD Planning, Programming, Budgeting and Execution (PPBE) process, meeting all OSD mandated timelines for submission of PPBE related documents.
This position is 100% onsite at the Mark Center in Alexandria, VA. Role and Responsibilities: Direct and manage the day-to-day activities of the Budget Execution and Integration (BE&I) team. Delegate tasks and responsibilities to team members, ensuring optimal resource allocation and utilization. Provide technical guidance and support to the team, including troubleshooting and problem-solving. Monitor project progress, track milestones, and provide regular updates to stakeholders. Ensure adherence to project schedules, budget, and quality standards. Foster a collaborative and productive work environment, promoting teamwork and communication. Identify and address any potential issues or challenges that may impact project delivery. Assist OUSD(R&E) in developing the Program Objectives Memorandum and Budget Estimate Submission for R&E, manage internal R&E budget reviews and change/budget proposals; manage and review budget submission entries in Excel and the applicable databases; and develop and review detailed budget justification material (R-Forms, P-Forms, etc.). Prepare analysis and evaluation of the effectiveness of programs and operations, and analyze financial and budgetary trends. Prepare documents and briefings for review and use by DoD senior leadership. Review statement of work and required funding documentation for approved R&E projects. Monitor and support DoD program execution, including submission of required documentation for release of funding; follow up on distribution of funding, monitoring of obligation and disbursement rates for funded projects, and documentation of annual expenditures. Assist in preparation of required documentation to support the DoD PPBE process, to include but not limited to Research and Development Descriptive Summary (R1-R4), Program and Budget Issue Papers, and Support documentation for Program Decision Memorandum. Prepare and participate in Mid-Year reviews and other PPBE meetings as required. Assist R&E in identifying baseline financial processes and design target financial and business processes and procedures. Process financial and budgetary actions in the Defense Agencies Initiative (DAI) system and other associated databases. Assist in preparing audit readiness preparing associated documentation. Execute and follow-up on all budgetary data calls. Qualifications Required Qualifications: Active Secret Clearance US citizenship Bachelor's degree and at least ten (10) years of experience or Master's degree and eight (8) years' or more experience. Additional years of experience may be substituted in lieu of degree. Experience supporting senior financial management/budget execution Experience as a Team Lead or in a similar leadership role. Extensive knowledge and experience with regards to the OSD-level Planning, Programming, Budgeting, and Execution (PPBE) process. Experience with acquisition and PPBE process. Proficient in Microsoft (MS) Office. Strong written and oral communication skills. Desired Qualifications: Knowledge of funding execution processes, DoD organization and structure – particularly R&D structure of OSD, Services, and Combatant Commands – is preferred.
