We are searching for the next member of our innovative IT team, who plays a strategic and technical leadership role in designing, securing, optimizing, and maintaining the Citys enterprise network and systems infrastructure. This position is responsible for developing and enforcing cybersecurity policies, analyzing resilient IT architectures, and ensuring the secure integration of all networked systems across the organization. The ideal candidate brings deep expertise in network and server infrastructure, cybersecurity analysis, cloud services, and systems administration, with the ability to mentor technical staff, lead cross-functional initiatives, and drive innovation.
This role requires expert-level planning and execution in areas such as infrastructure automation, network design, firewall configuration, system hardening, disaster recovery, and hybrid-cloud integration. The incumbent also serves as the City's cybersecurity subject matter expert, responsible for guiding threat response strategies, assessing risk, and maintaining regulatory compliance.
Distinguishing Characteristics
This is a senior-level analyst role distinguished by its emphasis on system-wide architecture, strategic leadership, and independent decision-making. The Senior Systems and Network Analyst is expected to initiate and lead infrastructure projects, design complex technical solutions, and act as a technical authority on both network and system security matters.
This position will focus on network management and cybersecurity, including implementation and management of critical infrastructure systems such as servers, switches, firewalls, identity and access management systems, Office 365, cloud environments, and business continuity systems.
Supervision Received and Exercised
Reports to the Chief Information Officer.
May provide guidance, mentorship, or project leadership to technical staff, consultants, and junior analysts.

Network and Systems Analyst Build and maintain scalable, resilient network and server infrastructure, including hybrid cloud environments. Design and implement high-availability and disaster recovery strategies. Administer enterprise virtualization platforms, storage area networks, firewalls, and load balancers. Plan and execute lifecycle upgrades, migrations, and infrastructure modernization efforts. Cybersecurity Leadership Lead the design, implementation, and ongoing enforcement of the Citys cybersecurity strategy and incident response plan. Monitor, analyze, and mitigate security threats using advanced cybersecurity tools (SIEM, EDR, MFA, etc.). Manage regular risk assessments, penetration testing, and compliance systems. Ensure secure system configuration and patch management across all platforms. Operations and Support Provide Tier III escalation support for complex infrastructure issues. Manage centralized backup, disaster recovery, and business continuity plans. Maintain and optimize cloud identity (e.g., Azure AD), MDM, and endpoint protection platforms. Strategic Planning and Project Management Lead enterprise-level IT infrastructure projects, including network redesigns, data center modernization, and cybersecurity initiatives. Identify and recommend emerging technologies to improve operational efficiency and cybersecurity posture. Education & Experience Bachelors degree in information systems or 6 years of hands-on experience in networking and system administration. At least 5 years of progressively responsible experience in network and systems administration, cybersecurity leadership is preferred. At least 3 years of senior network/system administration required. Technical Knowledge Deep understanding of routing protocols (e.g., OSPF, BGP) and WAN/MPLS architecture. Expertise in enterprise network design (LAN/WAN/Wi-Fi), virtualization, cloud services, and storage systems. In-depth knowledge of firewall architectures, VPNs, access control systems, and intrusion detection. Familiarity with secure software and hardware configuration standards (e.g., CIS Benchmarks, NIST frameworks). Skills and Abilities Demonstrated ability to lead projects, mentor peers, and work independently on mission-critical systems. Strong analytical and troubleshooting skills for complex, multi-platform environments. Excellent documentation, communication, and collaboration abilities across technical and non-technical stakeholders. Proven track record in designing and implementing security-first infrastructure solutions. Working Conditions Primarily office-based work, with on-site presence required at multiple City facilities as needed. Must be available for scheduled and unscheduled after-hours work in support of incident response or critical system maintenance. May lift and transport equipment up to 50 pounds.
