Description of Work This position with NCDOT offers full , competitive salaries, and many career development opportunities. This position is funded for three years through the federal Congestion Mitigation and Air Quality (CMAQ) Improvement Program.
This position serves as a senior project manager in the Integrated Mobility Division. Responsibilities include managing bicycle, pedestrian, and public transportation projects and programs. Specific responsibilities may include developing program guidance and standards; providing internal and external technical assistance; leading project delivery activities; drafting and reviewing grant funding applications; establishing program and project performance metrics, reviewing engineering plans and scoping documents; completing technical review of project documents; collecting and interpreting data on program outcomes and performance; managing project managers and/or engineers; leading and organizing project teams including NCDOT employees, consultants, local and municipality staff, among others; and briefing leadership on program objectives and accomplishments. At times the position will be responsible for responding to urgent requests from DOT leadership, the General Assembly, and community partners. Responsibilities also include technical assistance to Division staff and leadership on engineering matters and assisting the Director in establishing and implementing strategic goals for the Division.
The Integrated Mobility Division (IMD) administers state and federal funds for public transportation, bicycle, and pedestrian programs and provides subject matter expertise related to multimodal transportation planning, innovation, technology, and emerging mobility trends. IMD's core mission is to provide leadership for safe, affordable, and innovative multimodal transportation through North Carolina. IMD's goals include eliminating transportation barriers, ensuring equal access to opportunities for all North Carolinians, enhancing quality of life by providing safe multimodal transportation choices, and ensuring safety for all road users.
Knowledge, Skills and Abilities / Competencies Management prefers applicants with the following: Knowledge of local, state and federal guidelines and regulations related to public transportation and bicycle and pedestrian programs. Experience managing projects and programs, including organizing and leading project teams, developing and delivering projects and programs that are technically complex and require coordination with stakeholders with varying objectives. Demonstrated ability to analyze and evaluate complex and unique issues, independently resolve complex problems where no clear precedent exists, implement new accounting structures as needed, and consult with management to implement identified resolutions. Demonstrated ability to consistently serve as a technical resource for the Director, senior NCDOT leaders, the Division and external transportation partners. Demonstrated ability to communicate effectively in oral and written form and establish and maintain effective working relationships with a variety of state, federal and local government officials, planners, and community leaders.
Additional Expectations:
The employee must be able to perform work with a high degree of accuracy and exhibit excellent organizational skills. The position requires some travel within the state, ability to work independently and represent the Division at various committee and board meetings and ability to give public presentations on behalf of the work of the Division.
