This position oversees the City's vehicle and equipment fleet, including procurement, repair, maintenance, replacement planning, and regulatory compliance, ensuring cost-effective, safe, and reliable service. This role also supervises skilled mechanics and works collaboratively with others to meet operational needs. Essential Functions Supervises, trains, and evaluates staff; addresses performance issues and supports employee development.Monitors the operation, maintenance, and replacement planning of all City-owned fleet vehicles and equipment.Develops and implements comprehensive preventative maintenance and repair programs.Coordinates procurement and disposal of vehicles and equipment, including writing specifications and preparing bid packages.Assists with the development of the annual operating and capital budgets for fleet services.Participates in large purchasing decisions.Ensures compliance with local, state, and federal vehicle safety and emissions regulations.Implements effective use and systematic upgrades of the maintenance management fleet and fuel software systems. Monitors data for performance and lifecycle planning.Collaborates with departments to ensure vehicle availability, service responsiveness, cost control, and replacement planning. Solicits and reviews feedback from customers for areas of improvement. Assist with the development of fleet policies, procedures, and service level agreements. Implements the policies, procedures, and service level agreements with staff.Leads sustainability efforts such as fleet electrification, fuel management, and greenhouse gas reduction strategies.Responds to emergencies and after-hours incidents involving City vehicles or fleet operations.Ensures safety practices, procedures, and equipment are adhered to and investigates accidents as needed.Recommends and executes new business practices, workflows, and procedures to effectively deliver services.Reviews and monitors expenses to meet budget objectives.Prepares and processes accounting documents, including requisitions, invoices, and expense claims.Identifies needed contractor services; prepares and negotiates contracts; reviews billing for services; monitors contractors' performance; ensures compliance with terms of agreements.Prepares and maintains accurate records, but not limited to, work orders, customer requests, invoices, billing adjustments, budget reports, time sheets, and training accomplishments.Ensures equipment and materials are maintained, available, and ready in anticipation of emergency events.Evaluates and recommends equipment and vehicle upgrades, purchases, and repairs/reconditioning/replacement in accordance with budget, performance, and management priorities.Manage City fuel delivery, consumption, and storage program while ensuring compliance with local, state, and federal laws and ordinances.Awareness of OSHA/WISHA/DOT/NHTSA/NFPA safety compliance standards. QualificationsMinimum QualificationsEducation & ExperienceHigh School Diploma or GED required, associate's degree or technical certification in fleet management, automotive technology, public administration, or related field preferred.Minimum of five (5) years of increasingly responsible experience in fleet operations or maintenance.Three (3) years of supervisory experience, team leadership experience, preferred, or other demonstrated leadership experience preferred.Equivalent combinations of education, experience, and training that demonstrate the ability to perform the work may be considered.Licenses & CertificationsValid Washington State Driver's License with an acceptable driving record.CDL Class B or Class A with endorsements. Working ConditionsThe work is performed in both office and shop environments. Field work may include exposure to noise, grease, fumes, and all weather conditions. The employee is frequently required to stand, walk, stoop, kneel, crouch, and lift up to 50 pounds. Availability for emergency response efforts during off-hours is expected.
