About The Role:
Expression is seeking a highly skilled Senior Proposal Manager to lead the development of winning proposals for Department of Defense (DoD) and broader Federal Government customers. This role is critical to supporting their growth strategy and will be responsible for managing the full lifecycle of complex proposals, from capture integration through final delivery. The ideal candidate will have a deep understanding of Federal acquisition processes, exceptional organizational and leadership skills, and demonstrated experience managing competitive proposal responses across a range of contract types (IDIQs, GWACs, task orders, etc.). You will work directly with the Chief Growth Officer and Chief Operating Officer to plan and coordinate all proposal activities across the organization.

Job Responsibilities:

  • Proposal Lifecycle Management: Lead and manage end-to-end proposal activities including schedule development, kickoff, compliance reviews, color team reviews, production and delivery.
  • Team Leadership & Coordination: Orchestrate cross-functional proposal teams including capture managers, solution architects, SMEs, pricing and contracts to ensure timely and high-quality deliverables.
  • Compliance & Quality: Analyze RFPs/RFIs/SOWs to develop compliant outlines, content plans, and proposal strategies. Ensure strict adherence to solicitation requirements and internal quality standards.
  • Writing & Editing (Preferred): Contribute to proposal sections (management, past performance, executive summary, etc) and review drafts for clarity, consistency, and persuasiveness.
  • Proposal Infrastructure: Develop and maintain proposal templates, style guides, and content libraries. Recommend process improvements and tools to enhance proposal operations.
  • Collaboration & Communication: Serve as a key liaison between internal stakeholders and partners/subcontractors. Facilitate effective communication to maintain alignment and momentum.
  • Color Team Reviews: Organize and lead Pink, Red, and Gold Team reviews; consolidate feedback and drive revisions to strengthen proposal quality.
    Post-Submission Support: Support debriefs, lessons learned, and post-proposal assessments to inform continuous improvement.

Requirements

  • Active Secret Clearance or higher.
  • Bachelor’s Degree in English, Business, Communications or a related field (advanced degree preferred).
  • 8+ years of experience managing Federal Acquisition Regulation (FAR), DFARS, and government proposal standards.
  • Experienced with MS Office, SharePoint, Adobe Acrobat, and proposal management tools (APTUS, Privia, Loopio, etc)
  • Understanding and experience in Federal procurement process and regulations.
  • Evidence of a successful track record of high-quality, high-scoring proposals.
  • Ability to work both on a team and independently.
  • Ability to work on multiple projects while meeting deadlines.
  • Excellent writing, organizational, and communication skills.

Preferred Qualifications:

  • Strong writing/editing capabilities, especially in crafting management sections, executive summaries, or past performance narratives.
  • Experience supporting proposals for key DoD customers (Army, Navy, Air Force, etc) and/or civilian agencies.
  • Familiarity with SBIR/STTR, OTA, and rapid acquisition processes is a plus.
  • APMP certification (Foundation or Practitioner).
