Department Information
The California Public Utilities Commission (CPUC) regulates services and utilities, protects consumers, safeguards the environment, and assures Californians' access to safe and reliable utility infrastructure and services. The essential services regulated include electric, natural gas, telecommunications, water, railroad, rail transit, and passenger transportation companies.
Department Website: Description And Duties
Under the direction of the Deputy Executive Director for Consumer Policy, Transportation, and Enforcement, the Director of the Rail Safety Division (RSD) leads the division to develop, manage, and implement policy, programs and regulations, and safety oversight to meet the Commission’s mission of ensuring safe, sustainable, and reliable rail infrastructure and services in California. The Director works with the Commissioners, the Governor’s Office, the California Legislature, other federal and state transportation regulatory agencies, external stakeholders, and senior management within the CPUC. The incumbent leads rail safety oversight for proposed and in-service rail service/ infrastructure in the state, oversees/manage federal safety programs delegated to the commission, and establishes performance goals and standards for the division.

The SOQ is a narrative description of how your training, experience, and education qualifies you for the CEA A - Director, Rail Safety Division position. In addition, the SOQ serves as documentation of each candidate’s ability to present information clearly and concisely in writing.
  • In your SOQ, address each Desirable Qualification category/question using specific examples of your education, training, and experience.
  • The SOQ must be numbered and addressed in the same order as listed; do not consolidate the responses.
The SOQ must be typed, single-spaced, in size 11-point font or larger, and no more than three (3) pages in length.

Please write your SOQ to address the following:
  • Demonstrated experience in risk assessment methodology and leadership in emergency response coordination, with up-to-date understanding of evolving safety regulations and industry best practices in transportation, please discuss your experience in rail safety, if applicable.
  • Demonstrated leadership and management experience across numerous program areas, including identifying and building workforce capacity, managing and forecasting resource needs, identifying and implementing structural changes to meet business needs, and managing growth and change, preferably in the public sector or transportation industry.
  • Demonstrated ability and experience to plan, develop, and implement policies or programs while working effectively with Executive Staff, the legislature, federal/state/local agencies, regulated entities and/or other interested groups.
  • Demonstrated experience in identifying and deploying effective administrative tools and processes to achieve success in programs that benefit the public.
  • Exemplary and strategic written and verbal communication skills, with experience
communicating program accomplishments and challenges to senior management, elected and appointed officials, stakeholders, and the public.
