Director, Financial Operations
The newly announced School of Government and Public Policy, unveiled in October 2023, presents a pivotal opportunity for Johns Hopkins University to strengthen its footprint and engagement in the nation’s capital. This initiative aims to serve society, train the next generation of public servants, drive data-informed government innovation, and confront the complex challenges facing today’s policymakers.
We are seeking a Director, Financial Operations who will play an integral role on the founding Dean’s team during this formative, institution-building phase. As we are building an administrative infrastructure from the ground up, this individual must identify and accomplish work independently and embrace change as we develop new models, budgets, and approaches for the School.
General Summary
The Director, Financial Operations manages the financial operations of a University school, program, subarea, or entity typically with a singular focus and limited portfolio. Responsibilities include preparing the budget and five-year financial plan, long-range forecasting and quarterly projections, financial reporting, the preparation of financial presentations and materials, financial analysis and modeling. The position supervises a finance team for their area. The position reports to the financial leader of the oversight unit.
Specific Duties & Responsibilities

  • Lead the development and monitoring of annual operating and capital budget, and five-year financial plan.
  • Oversee the preparation of complex budgets, budgetary procedures, and financial reports
  • Develop and analyze complex financial data and define relevant information.
  • Develop reporting templates and standard reports to aid in financial analysis, forecasting, trending and actual results.
  • Responsible for tracking fiscal performance against the annual plan and keeping leadership informed through creation and presentation of reports, dashboards, and forecasts.
  • Conduct fiscal impact analyses for opportunities identified including programmatic initiatives, forecasting, and new initiatives and proposals.
  • Supervise and oversee the daily operational business functions and the unit staff.
  • Responsible for fiscal year-end closeout processes and all general accounting activities
  • Responsible for developing, implementing, and communicating financial policies and procedures and for making control and procedural recommendations that streamline and improve operational activities.
  • Responsible for special projects
  • Serve as back up for the finance leader as requested and needed.
  • Perform other related duties as requested.

Minimum Qualifications
  • Bachelor's degree in finance, accounting, business or related field.
  • Eight years of progressively responsible financial and administrative management experience.
  • Supervisory experience.
  • Additional education may substitute for required experience and additional related experience may substitute for required education beyond HS Diploma/Graduation Equivalent, to the extent permitted by the JHU equivalency formula.

  • Experience in higher education or an academic medical center.

The referenced base salary range represents the low and high end of Johns Hopkins University’s salary range for this position. Not all candidates will be eligible for the upper end of the salary range. Exact salary will ultimately depend on multiple factors, which may include the successful candidate's geographic location, skills, work experience, market conditions, education/training and other qualifications. If permitted, equivalencies will follow these guidelines: JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
