Under general direction, supervises the day-to-day general accounting operations, including payroll and financial reporting functions, this position is responsible for ensuring the Citys financial transactions are recorded in accordance with Generally Accepted Accounting Principles (GAAP) and applicable legal requirements. The role supervises professional and technical accounting staff, coordinates audit activities, leads the preparation of financial reports, and manages special projects related to the Enterprise Resource Planning (ERP) system, policy compliance, and process improvements, and performs related work, as required. ***Classification under review.

- Plans, organizes, and coordinates the daily operations of the Citys general accounting functions, including payrolland general ledger maintenance.
- Directs the maintenance of records and the preparation of monthly, quarterly, and year-end financial reports in compliance with GAAP and state reporting standards
- Perform professional accounting activities, for the City and the Successor Agency; oversee and perform complex reconciliations and analyses; post information for assigned accounting activities into the general ledger; Audit bank reconciliations
- Manage and maintain modules of the Citys Enterprise Resource Planning (ERP) system; identify and resolve ongoing functional and technical issues; coordinate and test system modifications; recommend operational and procedural changes to the system as necessary.
- Review, prepare, and post journal entries and reconciliation reports; ensure accurate and timely processing of cash receipts, payroll entries, and bank reconciliations.
- Collaborate with Information Technology and Payroll to enhance integration and accuracy of the financial systems
- Supervises, trains,and evaluates accounting staff; establish performance goals, monitor productivity, and fosters professional development
- Oversee and support the preparation of the Citys Annual Comprehensive Financial Report (ACFR), including coordination with external auditors and preparation of closing entries Ensure compliance with regulatory reporting requirements, including but not limited to the IRS, CalPERS, and EDD filings. Assist in the development, implementation, and enforcement of internal controls and accounting policies to improve efficiency and safeguard public funds
- Conduct financial analysis and special studies, support budget preparation and monitoring and long-range financial planning efforts
- Prepares various required government reports
- Monitor revenue accounts to ensure accuracy and appropriate recognition of citywide revenue
- Participate in the development and implementation of goals, objectives, policies, and priorities for assigned areas of responsibility; recommend and implement resulting policies and procedures
- Performs other related duties as assigned
Bachelors degree from an accredited college or university with major coursework in Accounting, Business Administration, Finance or a closely related field.
AND
Four (4) years of increasingly professional accounting experience, preferably in a municipal or governmental setting, including at least one (1) year of supervisory experience.
Experience with ERP systems and municipal accounting software is highly desirable.
Certification as a Certified Public Accountant (CPA) is highly desirable. Must possess a valid California driver's license and safe driving record.
