About The Position
The Department of Health and Human Services (HHS) is seeking a detail-oriented and experienced Accountant II (Fixed Term) to join the Office of Finance within their General Administration Division supporting the Behavioral Health and Recovery Services (BHRS) programs. Under the direction of an HHS Assistant Chief Fiscal Officer, the Accountant II plays a key role in ensuring accurate and timely fiscal reporting for a variety of vital Behavioral Health and Recovery Services programs, including Adult System of Care , Crisis Justice Involvement , and Children's System of Care .
Key Responsibilities

  • Prepare, review, and monitor all accounting and financial transactions related to assigned programs.
  • Track and reconcile budgeted revenues and expenditures; analyze fund balances.
  • Maintain accurate records and prepare financial reports for specialized grant programs.
  • Develop, modify, and implement financial recordkeeping and reporting systems.
  • Prepare timely and accurate financial reports and claims for State and Federal reimbursement.
  • Collaborate with State analysts, auditors, and other stakeholders to validate accounting data, support audits, and ensure compliance with policies and procedures.
  • Interpret and apply Federal and State laws, regulations, and legislative guidance to assess fiscal impacts and ensure program compliance.
Fixed Term
This is a 24-month fixed-term position . This position is budgeted through June 30, 2027. However, there may be opportunities for the hired individual during this time-period to move to a regular, ongoing position as other vacancies or promotional opportunities occur, or the position may be funded and convert to an ongoing position. Fixed-term employment ends when the position's funding finishes, or the work is completed. Employees in these positions are exempt from the County's policies regarding lay-off order and reduction-in-force rights.
Hybrid Schedule
The Health & Human Services Department has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.
About You
Our Highly Qualified Candidate
Our highly qualified candidate has experience or education in using automated accounting systems and spreadsheet applications , which is highly desirable. They are flexible and capable of working both independently and collaboratively with a team of accountants, program staff, and contractors.
The candidate is an excellent communicator who is organized , dependable , and detail-oriented . They are skilled at solving complex problems and can confidently read, interpret, and explain program rules and legislation to assess financial impacts. Familiarity with Behavioral Health and Recovery Services programs is also highly desirable.
Qualifications
Knowledge of:
  • Accounting theory, principles and practices and their application to a wide variety of accounting transactions.
  • Principles, practices and terminology of governmental accounting.
  • Principles and practices of budgeting in a public agency.
  • Principles and practices of cost accounting in a public agency.
  • Computer applications related to the work, including spreadsheets and financial transaction processing and report preparation.
  • Applicable laws, codes and regulations.
  • Principles of financial auditing and reconciliation.
  • Standard office practices and procedures, including the use of standard office equipment.
  • Basic functions of a public agency.
Ability To
  • Analyze, review, interpret and reconcile financial data, reports and transactions.
  • Verify the accuracy of financial transactions and reports.
  • Ensure proper authorization and documentation for disbursements and transactions.
  • Assist in developing, modifying and implementing financial record keeping and reporting systems.
  • Learn to work with modern, integrated financial systems (Enterprise Resource Planning (ERP) systems)
  • Prepare clear, concise and accurate financial and accounting reports and records.
  • Use sound, independent judgment within policy and procedural guidelines.
  • Organize own work and meeting critical deadlines.
  • Make mathematical and statistical calculations rapidly and accurately.
  • Maintain accurate records and files.
  • Explain technical data to non-technical user staff.
  • Plan, schedule, assign, direct and review the work of support staff or volunteers.
  • Establish and maintain effective working relationships with those contacted in the course of the work.
Minimum Qualifications
  • Equivalent to graduation from a four-year college or university with at least 12 semester or 18 quarter units in accounting. Additional professional or technical accounting experience may be substituted for the education on a year-for-year basis, provided there is no substitution for the accounting units. Education or experience in using automated accounting systems and spreadsheets is highly desirable.
  • Two years of professional accounting experience. Experience in a public agency setting and within the specific area of assignment is highly desirable.

Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
