POSITION TITLE: Specialist III - Payroll/Benefits Specialist (EAAIV)
FLSA: Exempt
REPORTS TO: Chief Financial Officer
TERMS OF EMPLOYMENT: Twelve month employment with benefits as specified in the
Classified Agreement

QUALIFICATIONS:
REQUIRED:
To assist with all functions of the payroll department, with an emphasis on processing payroll in
a timely and accurate manner.

QUALIFICATIONS:
REQUIRED:
- Strong computer skills with proficiency in payroll software and Microsoft Office
- products
- Strong organizational and time management skills, a self-starter
- Detail oriented, professional attitude, reliable
- Ability to interact and communicate with employees effectively verbally and in
- writing
- Education may be substituted for experience
- Associates degree in Business, Finance or related area

ESSENTIAL JOB FUNCTIONS:
- Process monthly substitute and regular payrolls, including withholding tax, retirement
- (VRS), health/dental/life insurance, tax sheltered annuities and other deductions and
- distributes vouchers on a timely basis
- Maintain earning, deduction and leave records for all employees
- Complete employment verifications as requested
- Revised 01/01/2025
- Balance all payroll accounts, earnings and deductions; posts and balances to General
- Ledger
- Provide supporting documentation to auditors
- Provide Treasurer's office with total payroll disbursements each month
- Maintain VRS employee and division contributions, as well as OGL and VRS
- beneficiary forms
- Introduce and explain VRS benefits to employees
- Meet with employees to discuss retirement options, complete and submit applications
- to VRS and certify retirements in VRS Navigator
- Maintain STD for Hybrid employees including submitting claims, calculating pay and
- updating leave
- Prepare VEC, state and federal tax reports and payments
- Complete, distribute and file forms W-2 and 1095 C
- Maintains confidentiality
- Assists with other finance projects as needed and requested
