Job Summary
DC Healths Health Systems and Preparedness Administration (HSPA) seeks a Deputy Director of Operations with broad administrative responsibilities for supporting, maintaining, and evaluating DC Healths public health and healthcare system, including extensive emergency preparedness programming. This position will support the programmatic domains of HSPA with administrative, customer service, financial, and grants management support. The incumbent will serve as a principal advisor to the Senior Deputy Director on administrative components of health systems coordination and public health readiness and response to ensure comprehensive, integrated, robust, and accountable programming within the District of Columbia, including emergency response activities.
Major Duties And Responsibilities
The incumbent is responsible for supporting a broad range of policy, regulatory, and operational activities that require complex and rapid administrative and managerial decision-making. This includes informing, developing, and executing the strategic vision for the Health Systems and Preparedness Administration (HSPA) and the Department of Health while providing leadership and oversight to administrative functions that support public health preparedness and health systems coordination in the District of Columbia. The role involves financial management, ensuring budgetary controls, and collaborating with programmatic leaders across various offices, including Emergency Preparedness and Resilience, Health Facilities, and Health Professional Licensing. Additionally, the incumbent provides expertise in grants management, financial forecasting, budget formulation, and accountability, while offering guidance on best practices for modifying operating plans, grant proposals, and budgets. They oversee contracting, procurement, and financial management of all HSPA accounts, ensuring compliance with relevant regulations and policies in partnership with key DC Health officials. They also support DC Healths Health Professional Licensure customer service center that directly interacts with members of the public seeking assistance with licensure processes.
Beyond financial and administrative oversight, the incumbent supports talent management, by serving as the primary point of contact with the DC Health Human Resources Team. This includes recruiting team members, addressing personnel issues, classifying positions, training, fostering workplace culture, and strengthening relationships. They lead performance management initiatives, ensuring personnel and programmatic outcomes align with strategic goals. Committed to health equity, the incumbent supports initiatives that integrate a variety of perspectives into public health planning and response efforts. Additionally, they assist the programmatic teams with contracting support, oversee compliance with procurement regulations, and contribute to incident management for public health emergencies as the Administrative/Finance Section Chief. Ultimately, the incumbent ensures the seamless operation of HSPAs administrative functions to ensure the effective execution of the programmatic initiatives managed by other team members, while supporting the Senior Deputy Director in achieving the departments mission.
Qualifications And Education
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
Preferred Qualifications: A Masters Degree in Public Health, Public Administration, Health Administration, Accounting, Public Policy, or a comparable field is highly desirable, along with at least seven (7) years of relevant experience, including three (3) in a supervisory capacity. Expertise in project management, budgeting, government operations, and regulatory compliance is essential, as well as the ability to build effective relationships with key stakeholders across agencies and communities.

The incumbent must be able to carry out official duties in a variety of settings and conditions. Routine work will occur primarily in an office setting.

MSS At-Will - This is a Management Supervisory Service (MSS) appointment. Persons appointed to MSS positions do not acquire permanent status but serve at the pleasure of the appointing personnel authority and may be terminated at any time.

Position Designation
This position has been designated as Security Sensitive. Pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations; in addition to the general suitability screening, individuals applying for or occupying security sensitive positions are subject to the following checks and tests:

Residency Requirement:(if applicable)
If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
