Position Overview:
The AVP, Senior BSA Compliance Analyst is responsible for identifying, analyzing, and reporting unusual or suspicious banking activities related to fraud, structuring, money laundering, or terrorist financing, ensuring compliance with the Bank Secrecy Act (BSA) and the USA Patriot Act. The Analyst performs thorough quality control reviews, monitors compliance across various BSA/AML functions, and proactively addresses potential risks.
Essential Duties and Responsibilities:
Conduct detailed due diligence reviews and prepare comprehensive reports for High and Moderate-risk customers to assess and mitigate BSA/AML risks.
Analyze complex ownership structures, evaluate sources of funds, anticipated activity volumes, and business relationship purposes.
Validate customer risk designations and establish appropriate Enhanced Due Diligence (EDD) review schedules.
Independently review and analyze transactional data to determine suspicious activities.
Perform quality control reviews for AML/BSA/Fraud investigations, Suspicious Activity Reports (SARs), BSA alerts, customer risk assessments, and Currency Transaction Reports (CTR).
Optimize AML software scoring models in line with established risk tolerance.
Assist in testing, validating, and customizing AML software solutions.
Proactively monitor, analyze, and resolve data quality issues through root cause analysis.
Investigate and address escalated alerts of suspicious activity, documenting thoroughly and recommending appropriate actions.
Manage and respond to OFAC, SDN, and other Watch List alerts, ensuring timely and compliant resolution.
Act as a subject matter expert on BSA/AML, OFAC, and fraud-related inquiries across the Bank.
Support the Bank’s Fraud Program through alert investigations and Financial Elder Abuse reporting.
Contribute to developing Fraud Risk policies, standards, procedures, and tools aligned with BSA/AML requirements.
Stay updated on evolving regulatory requirements, recommending process improvements accordingly.
Mentor junior team members and assist with their professional development.
Review and analyze new and pending regulations, developing, or revising internal policies, procedures, and disclosures.
Support regulatory examinations and audits by coordinating responses and gathering required information.
Participate in special projects as assigned.
Attend relevant seminars, webinars, and compliance training events.
Fulfill a minimum of 10 CRA volunteer hours annually, compensated during business hours, including mileage reimbursement.
Supervisory Responsibilities:
This position has no supervisory responsibilities.
Qualifications:
Minimum of 5 years of BSA and Fraud experience, preferably within financial institutions.
Advanced understanding of banking operations and threats posed by money laundering and fraud.
Comprehensive knowledge of relevant state and federal regulations (BSA, AML, OFAC, USA Patriot Act).
Proven ability to strategically identify and proactively respond to compliance trends and risks.
Excellent analytical, communication (verbal and written), and interpersonal skills.
Proficiency in AML and fraud detection software and other relevant computer applications.
Ability to efficiently manage workflows, prioritize tasks, and work independently.
Strong skills in financial analysis, logical reasoning, and making sound recommendations.
Ability to handle confidential information professionally and ethically.
Demonstrated capability to maintain effective working relationships with cross-functional teams.
Ability to work full-time scheduled hours, maintain regular attendance, and multitask effectively in a fast-paced environment.
BSA and Compliance Responsibilities:
Comply fully with Bank Secrecy Act (BSA) requirements, policies, and procedures, completing mandatory training as required.
Report promptly to the BSA Officer any identified money laundering, fraud, or suspicious activities.
Adhere to the Bank’s BSA/CIP/OFAC policy and complete all mandated compliance and regulatory training.
