Senior Subcontracts Administrator
Position Title: Senior Subcontracts Administrator Location: Schriever Space Force Base, Colorado Springs, CO Relocation Assistance: None available at this time Remote/Telework: NO - requires a minimum of 3 days, in-person work at the customer site located on Schriever Space Force Base with potential to work at the Amentum office. Clearance Type: DoD Secret Shift: Day shift Travel Required: Up to 10% of the time Description of Duties: The Senior Subcontracts Administrator supports the Missile Defense Agency (MDA) on the Integrated Research and Development for Enterprise Solutions (IRES) contract. The candidate will: Prepare solicitation documents, determine correct solicitation method and sources to be solicited. Conduct market research and issue Requests for Information, as needed. Analyze and evaluate Task Order and subcontractor proposals, negotiate deviations from work statements, schedule, and terms and conditions, acting as the primary POC interfacing with subcontractors and project team leadership. Provide value-added analysis of solicitations, pricing strategies, contract terms and conditions. Identify risks as well as mitigation alternatives. Establish and negotiate unique subcontracting solutions such as Master Service Agreements (MSA) and Basic Ordering Agreements (BOAs) Serve as business advisor to task order teams in selection of appropriate contract type, performance milestones, and payment schedules which are tailored to the unique needs of our facilities engineering, operations, and maintenance task orders. Develop Statement of Work conducive to project-based facilities requirements, with defined objectives, outcomes, and deliverables. Maintain document files in accordance with Subcontracts Policies and Procedures for internal and external audits. Conduct cost and/or price analysis and provide justification of award. Coordinate cross functionally to meet internal and external requirements and deadlines. Manage subcontract modifications, which includes coordination of required additions, deletions, or other modifications or formal documentation of communication to/from subcontractors. Administer resulting subcontracts, ensuring that all requirements are performed in accordance with the statement of work and delivery schedules. Perform formal closeout of subcontracts after project completion. Review subcontractor invoices to ensure they are in accordance with the negotiated terms and conditions. Maintain communications to ensure timely contract execution by the parties. Review FAR and DoD Supplement regulations regularly to ensure contract compliance with government regulations. Evaluate contract performance to determine necessity for amendments or extension of contracts. Provide dispute resolution as needed to include developing and tracking to closure Letters of Concern. Coordinate activities and participates in fact-finding meetings. Work closely with proposals and technical team on Statement of Work (SOW), Purchase request submission, and obtaining competition from vendors/suppliers. Maintain and present subcontractor specific metrics to leadership including items such as the total awarded value by subcontractor, average times between different process steps, etc. The successful candidate will: Be able to perform tasks successfully with minimum guidance under short time lines, and must have the ability to manage shifting work priorities. Be responsive, flexible, organized, have a strong attention to detail. Be a highly motivated self-starter with ability to work independently and with others in a collaborative environment. Have excellent written/verbal communication and interpersonal skills. Be able to mentor and manage subcontract and facility administrators. Have an understanding of contractual risks to apply to subcontract negotiations. Have a working knowledge of all contract types including IDIQ, CPIF, T&M, firm-fixed price, and demonstrated ability to execute and interpret federal regulations within contracts. Basic Requirements: Must have 8 or more years of general (full-time) work experience Must have 6 or more years of directly related experience Must be proficient in Microsoft Word, PowerPoint, Excel, and SharePoint Must have, or obtain, an active DoD Secret Security Clearance Desired Requirements: Have in-depth knowledge of the FAR and DFARS, with a proven track record of interpreting and applying complex regulatory requirements across all phases of the subcontract lifecycle Have subcontract administration experience in the construction industry and Government contracting Have experience with Basic Ordering Agreements and Master Service Agreements This position is expected to pay $90,000 - $115,000 annually; depending on experience, education, and any certifications that are directly related to the position.
