Senior Crime Intelligence Analyst I
The Florida Gaming Control Commission is responsible for exercising all regulatory and executive powers of the state with respect to legal gaming, including pari-mutuel wagering, cardrooms, slot machine facilities, oversight of gaming compacts, and other forms of gambling authorized by state law, excluding the Lottery, as well as directly enforcing Florida's gaming laws and combatting illegal gambling activities. The agency is overseen by five Commissioners who are appointed by the Governor, with the Commissioners appointing an Executive Director who leads a team of nearly 200 staff members. The mission of the Florida Gaming Control Commission is to preserve and protect the integrity of gaming activities through fair regulation, licensing, effective criminal investigation, and enforcement. The Commission offers a supportive work environment that fosters growth and collaboration. The FGCC is searching for a Senior Crime Intelligence Analyst I for the Tallahassee office. Work involves collection, analysis, and presentation of data related to criminal activity investigated by agency personnel. The incumbent will initiate research projects related to sophisticated or complex criminal activity to determine the structure, scope of operations, capabilities, and weaknesses of the criminal suspect or organization in furtherance of FGCC investigations. This position will focus primarily on illegal online gambling activity, to include illegal online casinos and sports betting. The selected candidate is required to have experience in general crime analysis or intelligence analysis, but will be provided appropriate training specific to cyber investigations as needed. Position duties and responsibilities include: Researching crime reporting data to ensure information received or disseminated is accurate and complies with state and federal requirements. Reviewing, monitoring, and researching crime reports to identify activities, patterns, and techniques used to facilitate and conduct illegal gambling. Using intelligence resources to establish connections between criminal activity and persons or organizations. Clearly and effectively communicating documented illegal activities and trends to supervisors and other commission personnel in spoken and written form. Conducting background checks of Commission sworn and non-sworn applicants. Maintaining regular contact with local, state, and federal criminal justice agencies, other criminal justice agencies outside the state of Florida, and non-criminal justice agencies for the purpose of gathering and organizing information on current and developing criminal activity in illegal gambling. Maintaining familiarity of legal issues surrounding the analytic process including privacy, confidentiality, civil rights, and civil liberties protections within the intelligence cycle and products. Assisting with drafting and publishing products related to commission enforcement activity, crime reporting topics of interest, and other needs as identified by supervisors. Researching and recommending for acquisition the necessary hardware and software assets for use in cybercrime-related investigations. Identifying and attending the appropriate trainings needed to stay informed of the latest trends and techniques used in cybercrime investigations. Providing additional investigative leads discovered as a result of analysis and providing informal suggestions concerning the investigation based on an in-depth knowledge of the analyzed evidence. Assembling and arranging evidence and work product for trial purposes, and preparing a variety of related reports, graphs, charts, and exhibits, and otherwise assisting investigative personnel and prosecutors with grand jury and trial activities. Testifying, when required, before a statewide, state, or federal grand jury or trial jury and during other proceedings, as to information obtained, and/or analyzed and for chain-of-custody evidence. Using cyber-specific intelligence resources to investigate online sports betting and other internet-based illegal gambling activity, and to establish connections between criminal activity and persons or organizations. Utilizing knowledge of online platforms and applications to request and analyze evidence pertaining to digital transactions relating to online sports betting and other illegal gambling activity. Traveling as required to provide investigative support. Performing other duties as assigned. Knowledge, skills, and abilities required include: Knowledge of the criminal justice system. Knowledge of the methods of data collection. Knowledge of and ability to create databases, flowcharts, graphical timelines, and spreadsheets. Familiarity with cybercrime analysis tools. Familiarity with open-source data collection. Ability to utilize problem-solving techniques. Ability to use writing skills to clearly and factually present complex and interrelated information in investigative reports. Sufficient oral communication and personal skills to be able to deal effectively with employees in other government agencies, businesses, and the courts. Ability to use deductive reasoning. Ability to maintain confidentiality of information. Proficient with Microsoft Office Suite (Word, Excel, Access, PowerPoint). Ability to understand and apply applicable statutes, rules, regulations, policies, and procedures. Preferred qualifications include: Bachelor's degree and three years of law enforcement analytical experience. Experience with cybercrime investigations. Minimum qualifications include: Three (3) years of experience in criminal intelligence, national or homeland security intelligence, crime analysis, or investigative analysis at a law enforcement agency. This position is located in Tallahassee, Florida. Travel will be required. Candidates for these positions must possess and demonstrate the highest ethical standards of conduct.
