Financial Management Analyst
The primary purpose of the Financial Management Analyst, GS-0501-11, is to plan, coordinate, and perform comprehensive Accounting and Financial Management analysis, decision support and quality reviews, of base level accounting and financial management programs. California National Guard membership is required: This is an excepted service position that requires membership in the California National Guard. This is a Financial Management Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense requirements of this certification program. General Experience: Possess the knowledge, skills, and abilities collecting and analyzing data effectively, efficiently, and accurately; the skill in applying procedures and directives by reading and interpreting program material; the skill in presenting formal training presentations and briefings; and the ability to prepare reports and presentation formats. Financial Management Analyst, GS-0501-11: Must have at least one year of specialized experience, equivalent to at least the GS-09 level, in: planning, coordinating, and performing comprehensive accounting and financial management analysis, decision support and quality reviews, of base level accounting and financial management programs; experience determining the legality of entitlements/collection actions and provides decision support to the Financial Manager; and experience managing and executing internal control procedures to protect against fraud, waste, and abuse. Your qualifications will be evaluated on the following competencies: Attention to Detail Financial Management Financial Management Analysis Information Management Education Substitution of Education for Specialized Experience: Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills, and abilities necessary to do the work required. When there is a positive education or certification requirement, or you are using education to qualify as a substitution for experience, copies of transcripts (unofficial) and/or certificates are required at the time of application to verify that you meet the educational/certification requirement or substitution. Failure to provide transcripts and/or certificates at the time of application will result in automatic disqualification. Only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education may be credited.
